The Imperial Order (TIO) is an alliance on the Blue sphere. The Order is a relatively new alliance, re-founded after the first incarnation on 6 April 2010 by Skippy. The Order has since grown rapidly in numbers, strength, and influence, coming to be known as Imperia or Polarbearia. Imperia's members are often referred to as Imperials.

TIO enjoys a meritocratic executive branch of government that strongly values the opinion and active participation of its members. Members consider it their duty to investigate and scrutinize the government and suggest improvements, rights explicitly protected in the Charter.

As one of the premier Blue team alliances, the Order has always been committed to strengthening that sphere, a commitment underlined by the close relations Imperia enjoys and has enjoyed with fellow Blue-sphere alliances. The Order remains at all times firmly committed to the preservation of peace and the security of its members. Imperia is always committed to her allies and will not hesitate to come to their defense.

Legislation[]

The legislation of The Imperial Order may be simply divided: the Charter, which is the over-riding general document; written legislation, including membership rules and organization rules or statutory instruments; and conventions.

Charter[]

The Charter and Constitution of the Imperial Order is the most important governing document. It defines the government, member and government rights and duties, and legal organization.

Sub-Charter Legislation[]

Sub-charter legislation, created and enforced under Section II of the Charter, forms the basic membership rules that all are expected to obey. The 101 Rules and the Code of Conduct forms a collection of these rules, and governs the behavior of members in war and in dealing with the government.

Government Structure[]

Upper Government[]

The Imperial Order maintains a multi-tier government structure. At the top, the Imperial High Commander has absolute power, constrained only by legislation. The Security Council is composed of Internal Commander and External Commander. They "act as the guardians of the Order to all domestic and foreign threats, overseeing the finance & internal well-being and the security, foreign policy, & laws of the order respectively". Ministerial Council[]

The Security Commanders co-coordinate the Departments of Internal Affairs and Finance, and War & Defence and Foreign Affairs, respectively. Each Department is headed by an Imperial Officer, who often appoints Imperial Guard(s) reporting directly to him. All Imperial Officers are part of the Ministerial Council.

Imperial Councillors[]

The government also includes Imperial Councilors, experienced former government members appointed by the IHC to provide advice within the government.

Legal Authority[]

Operating together, these Councils have the sole authority to organize the interpretation and enforcement of the Charter, and all legislation subject to it. All Council members and the Imperial High Commander are members of The Standing Committee for Legal Reform, which is currently chaired by The Archduke.

The First Year - 2010 - The Early Days[]

In the First Year TIO grew from a small protectorate of the Imperial Assault Alliance to an influential member of the Synergy and Sirius blocs, and participated in the PB-NpO War.

Protectorate[]

The first incarnation of the Imperial Order was founded on the White sphere 1 July 2009 under the protection of the Siberian Tiger Alliance. Although it disbanded later that year, Imperia lived on in the hearts and minds of its founders, and it was reformed on Blue in April 2010, with many of the original founders being among the first in its ranks. Skippy once again took up the role as leader of the alliance.

The Imperial Order worked hard to forge ties with fellow Blue-sphere alliances, its first treaty being a protectorate with the Imperial Assault Alliance. It soon signed several optional treaties, entering Sirius 22 May as a founding member, and signing a PIAODP with Athens.

Early Growth[]

The Imperial Order significantly amended its Charter on 3 July, correcting the terminology used by its two governmental councils, altering the name of its immigration department, and allowing for tech raiding on a limited scale. On 1 August 2010, Skippy abdicated the position of Imperial High Commander, and Sup4l33t3ki11a was elected by the Imperial Government to replace him. On 20 August, it announced a treaty with the SOS Brigade which humorously featured an "optional non-aggression" clause. Imperia's first mandatory treaty was a 6 September Mutual Defense Pact with IAA, which served to upgrade their protectorate. Early the next day, an MDoAP was signed with the Killer Turtle Brigade. One week later, a PIAODP with the New Polar Order was announced.

A subsequent revision of Imperial Government, as announced 28 September 2010, displayed traces of the original TIO. Likewise, Scorponok served at the level of Imperial Commander in both incarnations, the longest-serving member of the high government. With that government's inauguration, Skippy returned to government as External Imperial Commander.

Sirius-AcTi War, Synergy, and PB-NpO War[]

The Imperial Order upgraded its PIAODP with the New Polar Order to a MDoAP on 5 November 2010. On 6 November, TIO engaged in its first war, entering alongside its allies in Sirius in defense of TKTB. The Sirius alliances declared white peace with AcTi on 7 November.

The Imperial Order was accepted on 10 November 2010 into the Synergy bloc alongside its ally IAA and friends GATO and LoSS.

TIO entered the PB-NpO War on 17 January 2011 and attacked the alliance of iFOK in defense of her allies, the New Polar Order. Imperia fought hard for three long weeks against Hydra, SLCB, and iFOK, but ultimately TIO could not remain in the war any longer due to insufficient war funds, and agreed to white peace on 6 February.

The Second Year - 2011 - Growth and Power[]

In the second year TIO reformed, gained a new Imperial High Commander in Scorponok, and, reinforced by their ailing allies Union of Integrated National Entities merging into TIO, grew rapidly and fought successfully in the Neckbeard Massacre.

Recovery[]

The war left Imperia in a weakened position, although TIO continued to make more allies, signing an MDoAP on 13 March with the League of Small Superpowers, with whom it already shared membership in the MDoAP Synergy bloc.

Throughout the spring of 2011, TIO went through multiple changes in the government lineup (as detailed in its government history), including the addition of the position of Imperial Officer of Media Affairs, to oversee Imperia's propaganda, graphics, and wiki affairs.

TIO celebrated its first birthday on April 6, 2011.

Synergy was dissolved on June 12, and TIO upgraded its ODP with the New Pacific Order to an MDoAP on June 23.

On 10 July 2011, Dave93, long time High Commander, stepped down due to RL and left the Order. Scorponok of Dead Space was given the head role. Under Scorponok's reign, TIO rose from a dwindling 53 members and 860K NS to a fast growing alliance of 95 members and 1,160,000 NS.

Thanks to the loyalty and hard work of her members, TIO went through a brilliant growth spurt, with the government acquiring a lot of new blood to accommodate it. On 13 July 2011, the Executive Commander position was dissolved due to it no longer being needed and to streamline the government. The Imperial Order's charter was put to rest, and a new one adopted on 1 August 2011 with a number of changes.

New growth and friendships[]

The government of TIO's ailing allies the Union of Integrated National Entities was impressed by the outstanding qualities of TIO's government; and decided to merge into TIO on 13 August 2011. TIO increased in size by another half a million NS, with the newly elected UINE Emperor HRH King Raymond II being made Internal Imperial Commander. Many new officials were appointed to reflect the new membership, and by September, the expanded TIO had been enlarged to more than 2 million NS and more than a hundred members. Imperia grew on past 3 million NS on 14 October.

This growth would not have been possible without the hard work of TIOs recruiting corps who "got us from 700K NS and 40 members to this current feat. A big thank you from all TIOs members and government goes out to them". Along with this great milestone, for the first time TIO broke the average NS barrier of 35K NS.

With all of this growth, it was natural that TIO would make more friends. On the 5th of November 2011, after many months of friendship and well scripted communication TIO and NADC agreed to put their friendship on paper with the ODP treaty North Atlantic Polar Bear Relocation Organization. On the 23 November 2011, history was made with the signing of TIO's first protectorate the Dark Empire founded by a dear friend of TIO.

Two days later TIO and OMFG finally agreed to put their love on paper with the signing of the The Tribe Activates the Imperial Haka Treaty on the 25th of November, thanks to a lot of hard work by both parties. This was TIOs first new treaty out of the Blue sphere in a long time.

Neckbeard Massacre[]

On December 2, 2011, during the global conflict between TOP & IRON vs NpO and allies, the alliances of Farkistan and FAN launched a pre-emptive attack on TIO's Pacifican brethren. TIO was not going let its brothers go it alone, and prepared for war. This war within TIO is commonly called the Neckbeard Massacre.

On 5 December 2011, the Imperial Order answered her allies' call and rode to battle against FARK. TIO knew going into this that it would not be an easy or quick war, but it was prepared for the long haul.

Four days later, TIO followed its brothers in Pacifica and declared war on Sparta via the Rise of the New Imperial Order Accords. OMFG also declared war on Sparta via their oAP clause with TIO in the Tribe Activates the Imperial Haka Treaty.

This was TIO's second Global War in her entire history. TIO fought well, exceeding expectations, and Sparta and FARK surrendered on the 15 and 22 January.

The Third Year - 2012 - The Year of the Polar Bear[]

2012 saw TIO rise from the ashes to become one of the premier alliances in Cybernations as Imperia saw unprecedented and unparalleled growth, winning the 2012 CN award for 'Best Alliance Growth', growing by over 7.5M NS in a year and from 40 members to over 230. Activity within Imperia boomed and the community continued to expand and increase in strength, size and determination. It was a year where Imperia fought two World Wars, overhauled the charter and welcomed a radical new elected position 'The Judicator' as well as an Imperial Council and promoted Klinker into the upper echelon of the Imperial Command, and voted in a new flag, not forgetting achieving sanction and getting the flag and pip in game "the hard way".

In March 2012, TIO's longtime allies DnD (formerly TCU) merged into TIO, and TIO announced that it would be protecting the DnD AA indefinitely or until all the members of DnD merged into TIO. Before the merger was completed TIO had shot past the 4mil NS mark and upwards of 38k ANS. TIO gained 800K from DnD and 800K from recruiting. This all happened within 14 days, and TIO shot up to the 28th ranked alliance in terms of Alliance Score and 25th in terms of Alliance Strength.

As well as the added score and bulk TIO acquired a great time ally and government member in the form of Galvatron of Vector Sigma, who was made Imperial Commander of Internal Affairs. TIO celebrated its 2nd anniversary with 4,628,189 NS, still growing strongly.

On May 5, 2012 TIO announced hitting the five million nation strength mark. A year prior TIO had been at less than one million nation strength. During the announcement a new Alliance flag and War flag were also debuted.

On May 19, 2012, TIO and Argent announced their ODoAP treaty, the Dragonriders of Svalbard.

Dave and Ankle-biter Wars[]

The Dave War started as a conflict involving the former Imperial Commander between MK and CSN on June 13, 2012. From then on, it slowly engulfed most alliances. The Imperial Order became involved when its ally, the New Pacific Order, was countered by the Viridian Entente for attacking the Global Order of Darkness. Days later, on June 29, 2012, TIO declared war on Viridia and simultaneously announced their six million NS milestone. TIO fought VE alongside NPO, IRON, Oceania and TPF. The group of five alliances was dubbed the Lightbringers coalition. VE surrendered two rounds later on July 11, 2012.

The Ankle-biter War refers to a small front during the Dave War that started on July 12, 2012, when PPO, NEAT, and the GPF all declared war on TIO's oldest ally, LoSS. TIO declared war on PPO two days later. On one side there was LoSS, Dark Templar and TIO fighting against GPF, NEAT and PPO. The war was won on July 24, 2012; and TIO turned to rebuilding, having fallen from 6.3M NS to a low of 5.8M NS at the end of hostilities. But if there's one thing TIO does best; it is grow, and grow it did.

Post-war, sanction, and charter revision[]

After fighting on two fronts in the Dave War, TIO rebuilt quickly in the aftermath of the war and achieved sanction status on August 27, 2012. It was first recorded on The Amazing Sanction Race the following day due to TIO gaining the necessary score boost shortly after update. On September 4, TIO passed the 7 million mark.

TIO continued to grow speedily for the remainder of the year. To ensure a streamlined and efficient system of government, the Charter was again revised; cutting it to its essentials with the elected position of the Imperial Judicator created to run a Judiciary charged with safeguarding the rules and conventions and scrutinizing all the operations of the government, with the first Judicator elections being won by long time member The Archduke.

By the end of the year The Imperial Order sat 10th in the game and a few points behind MHA (the 9th ranked alliance) and 3 points behind Umbrella. As Scorponok announced, 'we have risen. Imperials have graced our halls past and present and we welcome the new year with open arms and excited hearts.'

The Fourth Year - 2013 - The Order Rises[]

Equilibrium War[]

The Imperial Order continued to grow at a frenetic pace until Umbrella filled the attacking slots of a rogue nation attacking Anarchy Inc. As this sort of behavior had happened before and could not be tolerated any longer, the Imperial Order joined the reprisals against Umbrella alongside AI, IRON, and TIO's allies NATO and NPO. Declaring war on January 18, these alliances formed the leading members of the Equilibrium Coalition, being joined rapidly by dozens of other alliances from across the treaty web tired by the dominance of Doomhouse.

Because of the high average nation strength of Umbrella, for TIO the war was carried out almost exclusively in the upper tiers until MK recognized hostilities with TIO on January 29. The war was hard-fought, especially in the upper tiers, but led eventually to victory.

Legal Reform and the end of the Sheep Herder[]

With rebuilding proceeding slowly but steadily, Stagger Lee, a long time servant of Imperia and influential government official decided to retire after almost 2 years as External Commander of Imperia on February 18, with Klinker, Partisan, and Skippy elevated in line (the last returning from a long hiatus as the new Imperial Officer of Foreign Affairs).

Simultaneously, the requirement that the Judicator both be elected to represent the membership and also provide impartial rulings and legal advice and assistance to the government was considered by the Judicator, The Archduke, and many members and government, to be unsatisfactory. After much consideration, the job was formally split, with the creation of Speaker and Membership Council as part of the Judiciary written into the Charter.

After almost two years at the helm of TIO, on the 2nd of March 2013 Scorponok, facing RL difficulties made the decision to step down and appoint Klinker as his successor. In his resignation speech he said "...it was an honour to serve and a privilege to lead".

Through the leadership of Scorponok and hard work of Stagger Lee, TIO was able to recover from the brink of disbandment to the heights of sanction. The greatest success came in the growth of the Imperial Community and the strong and active Citizenship this alliance still contains as a result.

Klinker assumed office at a time of great expectations as Imperia prepared to make its mark. Among other Government reshuffling and appointments, Klinker appointed htmlmaster to the position of Internal Commander to serve as his own successor.

The abolishment of the Judiciary and Skippy's elevation[]

Again, the alliance continued to consider improvements to the charter, with Skippy proposing an amendment to give the IHC the power to make and abolish positions. The Archduke warned that this could potentially give an IHC the power to ignore large sections of the charter that protected positions that could hold the IHC in check, like Judges or Security Council members, and thus make part of the charter unenforceable and that in the ensuing contradiction nobody would know which bit of the charter try to enforce. The alliance nevertheless felt that it was a sensible simplification in the face of a growing and increasingly complex charter, and the motion was carried 30-15.

While many government members were finding the interference and the rising expectations of alliance members impossible to contain, on March 14, Klinker abolished the Judiciary to reduce the bureaucracy in the alliance; and despite an attempt by the Judiciary to try to find a clear answer to whether this was legal, the opinion of the alliance was firmly against them and the query was abandoned.

On the 4th of April, Partisan departed from The Imperial Order, leaving his position of External Imperial Commander open. Filling this position was Skippy, who in turn, appointed Dave93 as his Imperial Officer of Foreign Affairs.

Skippy’s reign and removal[]

10 days later, on the 14th, Klinker resigned as Imperial High Commander due to a mishap in RL. He appointed Skippy as his successor. This was Skippy's third time as IHC, the last time being April 18, 2011. Dave93 was appointed as External Commander.

Skippy’s reign was notable first for his long absences and second for the very gradually improving standards of government, with many new members, particularly from TIO’s close ally LoSS, joining the government and contributing to a rising buzz in membership participation and activity. However the lack of clear direction from the top was problematic, and alliance membership fell significantly.

However, Skippy, preparing for a long, months-long absence from government, attempted to remove the Security Council and replace it with a Regent, the Ministerial and Security Councils felt that the IHC should resign instead of being absent, and that without the Security Council the IHC would have no remaining legal checks to his power.

The motion to implement proceedings was supported by a member of the Security Council and three Imperial Officers, as required by the Charter; with the vote amongst the membership closed after 72 hours on July 1 at 63-10, with a full 86% of the membership in favour of removing Skippy from his office, significantly more than the two thirds required by the charter. The general member voter turnout was 54%, with this turnout considered high by international standards.

It was a historic moment: for the first time the government and people decided to remove someone from the office of Imperial High Commander, and an election was required by law to replace him.

The return of Scorponok[]

Supercoolyellow, a highly respected Imperial Councilor, subsequently ran against Scorponok, who had returned to lower government, and with htmlmaster had made significant progress in introducing tech circles which successfully returned aid slot usage from an all-time low of 30% to 50%.

In an election notable for its politeness and fairness, Scorponok was elected on July 5 by 41-22 votes, with 65% support; and with another high turnout of 47%, on a platform to rule as before: by consensus, transparently, and with proper legal reform.

Scorponok's election was met by the resignation of Charles Stuart from the post of Imperial Officer of War & Defence; and the creation of The Standing Committee for Legal Reform, composed of all Council Members and chaired by The Archduke. The Committee promptly considered ways of removing the contradictory parts of the Charter while simplifying the whole, and submitted a proposal to the alliance on the 12th.

Notable improvements proposed included the amalgamation of a section on Rights and Duties for members and for the government, moving the details about the government structure to an Annex, to make later modifications easier, defending the positions and powers of higher government members, and granting the combined Councils the Judicial powers of the former Judiciary.

Five days after, the Charter was amended in accordance with the recommendations to its present state, with a wide majority of 23 votes in favour, 1 against, and 2 abstentions.

The Usual Suspects[]

In July 15, Da DreadLord was promoted from Imperial Officer of Internal Affairs to the position of External Commander; and Supercoolyellow to the position of IOIA, and a new phase of growth and activity was ushered in, with the alliance regaining Sanctioned Alliance status on August 2. On August 13, after much deliberation, the Alliance moved to new forums, continuing its growth, with Supercoolyellow stepping down from the position of IOIA to be replaced to by Letub on August 26.

Then on August 31, in a decisive demonstration of Imperia's coming of age, The Usual Suspects, a supreme MADP bloc was formed with long-time friends NATO and R&R to forge a new path. The bloc, referred to sarcastically as 'the best kept secret' recently, formed a new cohesive keystone for Imperia's foreign policy.

Continued growth, with active recruiters, took place, with even a forum hack in mid-September failing to do more than render the front page inaccessible. The disbandment of MK, TIO's long-time enemies, left Imperia deliberating carefully on its future course as their Jihad on Neutrals got going. Activity ran at an all-time high as the government and members considered various innovations, from setting up a reservist corps and practicing by tech raiding to tech forwarding and alliance-run banking programs.

Then came considerable disruption as the forums ceased to exist on a fateful day on October 10. Two weeks of work were lost in favour of the latest backup, but more importantly a good number of officials quit their posts, including the IOIA Letub and IOFA Salsabeast, leaving for different alliances. The response involved considerable readjustment. Scorponok, the IHC, resigned, lacking the time to lead Imperia effectively, and Da DreadLord was elevated in his place. Bagpuss was promoted to serve temporarily as both Imperial and External Commander, Andyt2k was moved to Foreign Affairs, The Archduke promoted to IOF, and Spudungeyee promoted to IOIA; and they set about rebuilding the government.

The loss of a core of active members naturally made rebuilding the government difficult, but active recruitment of new members and new promotions, combined with a banking program to give members involved accounts and automatically match up buyers and sellers, allowed a recovery to take shape in time for the next major incident: the NpO-NSO war.

War of the Orders[]

Despite The Usual Suspects having friends of friends on both sides of the war, NPO, as Imperia's first ally to be hit, requested assistance against Sparta and so TIO and mutual ally NATO declared war on November 4. The war proved to be huge boon to activity, with aid, advice, and battlefield assistance flowing freely from those who could give it to those who needed it.
