Values of AHEAD[]

AHEAD is founded over the Values of Freedom and Participation, Global Evolution, Peace, Mutual Defence, “The Flob” and Respect. These values are all self-explanatory, with the exception of "The Flob". The concept of "Flob" is similar to that of "Fun", but is difficult to express in words (one must "live" it). For the purposes of the Constitution, it suffices to say that The Flob is that kind of "lulz" that can be shared with everybody - not the "lulz" at the expenses of one's neighbours.

AHEAD is a Constitutional Democracy[]

AHEAD has a lenghty Constitution that states and protects the Members' rights, and that regulates the internal functioning of the Alliance. The Constitution is expressly designed to help the membership to be free in their existence, and to make impossible for authoritarian powers to take the control of the Alliance (either from inside or outside). The Sovereignty is therefore property of the Members, that exercise it in the ways set by the Constitution. AHEAD is not a direct democracy: the Members elect Institutions to lead them, and these Institutions appoint other Officials with the purpose to organize and manage the life of the Alliance. AHEAD therefore adopted a Democratic Republican form of government. The legislative power is exercised by the AHEAD Parliament. The executive power is exercised by the AHEAD Executive. The judicial power is exercised by the AHEAD Magistracy. Each of these three is independent. Other Powers are established with the purpose of controlling these three main powers, and to control each other. Among these are the Guarantors, that are the guardians of the Constitution, and the temporary Offices of the Dictator and the Autocrat, that exist only in specific times of emergency.

AHEAD will have a body of Laws[]

The Parliament will have the power to issue Laws that will be binding for the Alliance. Under the AHEAD Law, all Members are equal. The Institutions are limited by the Constitution and by the Law, in respect of the powers they exercise over the Alliance. AHEAD grants a fair trial to everybody that will be accused within its Justice system, and to everybody that will come to its Justice system to have their rights protected.

AHEAD aims to de-facto Neutrality[]

AHEAD doesn't wish to "take sides" among the other Alliances. This doesn't mean that AHEAD members can never be seen supporting (or criticizing) others' actions or stances, but that support (or criticism) isn't "granted" just as a result of a treaty or a friendship. However, it must be clear that the right behaviour of those that are (or wish to become) friends is to forward concerns and criticism privately. The AHEAD stance in regard of the Alliances is generally a friendly one.

The Free Knowledge Paradigm[]

AHEAD takes the commitment to gather and share knowledge under the Free Knowledge Paradigm (FKP). To help protect private knowledge and author's rights, stricts measures are taken to ensure that no rights are violated by the publication of any FKP Document.

War, "Pacifism", nukes, ZI-ing[]

AHEAD repudiates war as a mean of solving disputes with the other peoples, Nations, Alliances, foreign entities and foreign powers. AHEAD establishes agreements with other CyberNations entities, in order to improve the international security and to set peaceful means of solving disputes and handling international and inter-Alliance crisis. The AHEAD love for Peace doesn't mean that AHEAD will be undefended, or will choose to not defend itself, against hostile entities. AHEAD will not wage a War of Aggression against entities that are not classified as Official Enemies. For humanitarian reasons AHEAD will not make use of Nuclear First Strikes. The AHEAD ZI-ing of enemy Nations is limited. Permanent ZI-ing is reserved for Crimes against the Constituion only.

Membership[]

AHEAD regulates Admittance of new Membership as most other Alliances generally do. The unconditional will to be subject to the AHEAD Constitution is required. A superior courtesy and gentlemanship is always expected by any and each AHEAD Member. Any type of constructive behaviour is encouraged, while any kind of disruptive behaviour is heavily discouraged and frown upon.

AHEAD Rationale[]

The world is a dangerous place: no international and inter-Alliance legality has been established yet, other than the "law" of brute force. Often, small Nations and Alliances hesitate in speaking their voice, or they trade their freedom for the protection of bigger Alliances.

Indeed, if a newly founded Nation desires freedom from fear, now they can only take cover in some very big, well established Alliance. This is a choice for safety, but can end in being boring and anonymous, for a little Nation will generally be only a number among many others. Moreover, little Nations are often destined to become no other than battling forces for those Alliances: they end in being manipulated for the interests of few. Finally, even major Alliances can sooner or later have to face their destruction, the doomsday in which their members are forced to disband in fear. This has already happened many times, and while minor members had no responsibility for it, nonetheless they often suffered the worst part of the consequences.

All of this is a huge waste of individual and common resources. Passive attitudes are rewarded, while the young Nations are discouraged from contributing to the development of Planet Bob, either economically, or in the Arts, or with their creativity, or politically, or in any other direction. Where the forces of Chaos don't rule, there's only conservation. Where order settled, it's often at the price of real democracy. Our world is swinging between destruction and stagnation. Our planet lacks a plan for civilization.

Thus, to help the civil development of Planet Bob, the Alliance for Happy Evolution And Defence (AHEAD) is constituted as a Democratic Republic in Cyber Nations. It is founded over Freedom, Participation, Peace, Legality and the Work of its members.

AHEAD acknowledges that many just, fair and honourable Leaders already populate our world; their often obscure efforts are what saved the planet from complete destruction this far. But, their policies are weak and not coordinated; their plans are short-termed; their protection isn't extended beyond the borders of the dominions they set for themselves.

It is appropriate to quote here the words[1] of the AHEAD founder, jerdge of Gaela: QUOTE (jerdge of Gaela) «The means that most large alliances in CyberNations employ are in accordance with the end which they propose to obtain. As the principal aim of these bodies is to act and not to debate, to fight rather than to convince, they are naturally led to adopt an organization which is not civic and peaceable, but partakes of the habits and maxims of military life. They also centralize the direction of their forces as much as possible and entrust the power of the whole party to a small number of leaders.

The members of these associations respond to a watchword, like soldiers on duty; they profess the doctrine of passive obedience; say, rather, that in uniting together they at once abjure the exercise of their own judgment and free will; and the tyrannical control that these alliances exercise over their member Nations is often far more insupportable than the authority possessed over their citizens by their various national governments. Their moral force is much diminished by these proceedings, and, in respect of the small, often peaceful alliances that are constantly threatened of attack, they lose the sacred character which always attaches to a struggle of the oppressed against their oppressors. He who in given cases consents to obey his fellows with servility and who submits his will and even his thoughts to their control, how can he pretend that he wishes to be free?

The members of AHEAD have also established a government in their Alliance, but it is borrowed from the forms of the civil administration. The independence of each individual Nation is recognized; as in society, all the members advance at the same time towards the same end, but they are not all obliged to follow the same track. No one abjures the exercise of his reason and free will, but everyone exerts that reason and will to promote a common undertaking.»


AHEAD is born to give a new beginning for our Planet. The AHEAD Dream is an environment in which Freedom is sought, Legality and Honour are respected; in which Fun is possible because every Nation and every Alliance wants to participate, for they hear the call to care about others' Fun as well. A place in which gratuitous aggressions against unaligned Nations, or smaller Alliances, are not simply "forbidden", but dishonourable and undesired in the first place.

Honestly, if it was only for the forces AHEAD can currently count on, or the forces that AHEAD could gather even in the wildest dreams, this ambitious task would be impossible to accomplish. But, believing that the heritage of all the good Leaders of our community should not be wasted, AHEAD will instead be the spark that lights the fire of civilization; this new Alliance will pursue its aims through the means of diplomacy and discussion.

Again, it's appropriate to quote[2] jerdge: QUOTE «We may fail; this has to be said. Don't be discouraged by these words, but instead be urged to try at your best. Should we fall, we will do it fiercely: our wings spread and our gaze in the sun. We could have stayed quiet, as many others do; we could have cared for our security only... Why didn't we? It's because we wouldn't have been free. And, we're not confused nor misguided about the nature of the freedom we are thirsty for: we don't want that "thing" that many talk about - that is the "freedom" to say and do whatever they like. That is a mistaken version of freedom. The freedom we love, the freedom we fight for, the freedom we indeed have both the right and the duty to profess, is the power to say and to do what is just. The nature of our freedom is what holds our hearts high! For its brilliance, for its beauty, for its sanctity we strive. When fighting for the freedom we do not fall back. Ever. We will not simply hide amidst powerful godfathers; we will not either seek for power in itself. We will not give up our freedom one way or the other. Because the Nation that trades freedom for security does not deserve, not will it ever receive either.»


The AHEAD Values[]

AHEAD is founded over the Values of Freedom and Participation, Global Evolution, Peace, Mutual Defence, “The Flob” and Respect.

Freedom and Participation[]

AHEAD promotes Freedom and Participation in their various manifestations. AHEAD recognizes its Members' right to freely express themselves, their ideas and beliefs, both internally and externally, with any mean and in any form. Each Member will exercise their rights with responsibility, in order to avoid causing harm to the other Members and to the Alliance as a whole. AHEAD promotes a democratic internal environment, and adopts a democratic form of government. A fair and democratic election process is mandatory, and AHEAD will also create, and will continuously improve, the conditions for a healthy and participative democratic life, that hopefully will go beyond the mere elective procedure. Each Member, even the most humble and unprepared, must feel the responsibility of realizing these goals, as for sure they are impossible to be implemented from above. AHEAD promotes international and inter-Alliance Freedom and Participation, primarily promoting Inter-Alliance Voluntary Legal Institutions, or adhering to, and contributing to improve, existing Institution of the same kind.

Global Evolution[]

AHEAD desires that every Nation and Alliance is safe and respected, while feeling the urgence of respecting the other Nations and Alliances. With time, ideally, everybody will understand that an hostile and war-oriented environment is a limitation for the wealth and happyness of the whole community. AHEAD wishes to help educate the community towards the goals of Peace and Cooperation, and against any Warmongering and Abusive behaviour. This process of education is in short called “Global Evolution”. AHEAD will work for the development of the planet, making the most of the potential of our community: knowledge, rather than "only" power, will be sought. AHEAD will restrain itself from aggressive actions, and it will not try to promote any International Police policy. Instead, the "leading by the example" paradigm will be implemented. However, a certain amount of power will be necessary for defensive purposes. The AHEAD objectives imply a change to the face of our planet. Under no circumstances AHEAD will drop (or indefinitely postpone) any promising project, just because it looks "too much ambitious".

Peace[]

AHEAD wishes to offer help, aid and a safe harbour to those Nations that wish to live and develop in Peace, as equals among the other Nations. With "Peace", AHEAD means not only the absence of armed conflict, but the miraculous condition in which each individual, Nation or Alliance have no fear in seeking after their happiness.

Mutual Defence[]

In order to provide freedom from fear, thus the possibility to strive for fun and happiness, personal and National security are necessary premises. For this reason, AHEAD provides mutual defence to its members. Each Member Nation is required to maintain ready and adequate troops for self defence, mutual defence, and in general for deployment against enemies and aggressors. If a Member Nation is attacked, that Nation has the right of immediate retaliation with all the forces available. Other AHEAD Nations are authorized to send any form of aid (either economic, in technology or in troops) to help the attacked Nation to defend themselves, and to keep their internal order. Other measures that can be taken against each type of aggressor, and aggression, are determined with a mix of regulations and case-by-case decisions, that are responsibility of the AHEAD Military Officials and Institutions. The AHEAD detailed policies against aggressors are classified material.

"The Flob" (The POTEEN for Fun / POTHOLE) Among the main AHEAD goals and objectives, there's Fun for all the Cyber Nations. For the majority of the Nations of our planet, Fun is at this moment already possible, but sometimes difficult; for this reason, AHEAD commits itself to always work for everyone's fun. AHEAD promotes The Paradigm Of The Ethyl-Euphoric Nations for Fun ("The POTEEN for Fun", also known as Paradigm Of Teh Holy Open Lulz for Everybody / POTHOLE); said paradigm is in AHEAD commonly called "The Flob". The Flob is difficult to express in words. For the purposes of this Constitution, it suffices to say that it is about that kind of "lulz" that can be shared with everybody - not about the "lulz" at the expenses of one's neighbours. The rule of thumb is: "if there's one that is frowning instead of smiling, it's not real Flob".

Respect[]

AHEAD values mutual respect among people, Nations, Alliances. Each Member has to keep a respectful attitude towards other Members and towards foreign entities. Under no circumstances a disrespectful, offensive, abusive, bullying or sadistic language or behaviour will be tolerated in any AHEAD Member. This expressly applies no matter the Member’s rank or Office, and no matter if the abused entity is internal or foreign, friendly or enemy. This expressly does not apply to jokes and humour, jibes, cutting remarks, criticism, satire and such - as long as they’re really funny and not a masked way to actually abuse someone.


The AHEAD Foundations[]

Sovereignty[]

The Nations that freely decide, and are admitted to join AHEAD, are sovereign over the Alliance. They exercise their sovereignty in the forms and with the limits set by the AHEAD Constitution. No external power is admitted to decide or dictate matters of concern of the AHEAD internal affairs.

Form of Government[]

AHEAD adopts a Democratic Republican form of government. The legislative power is exercised by the AHEAD Parliament. The executive power is exercised by the AHEAD Executive. The judicial power is exercised by the AHEAD Magistracy. Each of these three is independent. Other Powers are established with the purpose of controlling these three main powers, and to control each other. The AHEAD Institutions are set as few and simple as they can be, while still being able to fulfil their mandate, and still being able to control each other. But not less numerous, not more simple than that.

Of the concept of "Democracy"[]

The AHEAD founders believe that "democracy" isn't about the mere electoral process. While a fair and democratic election process is mandatory, it doesn't suffice: participation is essential for the democratic form to be animated by the spirit of true democracy. For these reasons, AHEAD will help the springing and the maintaining of the conditions for a healthy and participative democratic life. For its intrinsic nature, however, democracy can't be constructed from above. Each AHEAD member shall be committed to help in establishing the conditions for a truly democratic environment.

Of the concept of "Authority"[]

It is unfortunate that many entities confuse democracy with the direct popular government; while AHEAD acknowledges that a direct government is honourable and may be advisable for tiny organizations, it also believes that - for big communities - it invariably leads to authoritarianism. This last is considered a mortal danger for AHEAD and has to be avoided at all costs. On the other hand, many other entities confuse democracy with unanimity, or with the government of a collective, or even with anarchy. These entities sometimes believe and assert that, under a democracy, no one should be limited in his or her freedom. Again, this form of unrestricted "libertarianism" is considered a mortal danger for AHEAD, and too has to be avoided at all costs. The freedom the AHEAD members are committed to strive for, is that of saying and doing what is right and just, not that of "doing or saying whatever one wants". Especially, AHEAD doesn't endorse the freedom to stomp on someone else's rights, beliefs or interests. AHEAD protects the freedom of all its members, who are required to exercise their freedom carefully, especially when dealing with foreign Nations, Alliances and entities. Every AHEAD member shall be committed to treat with respect every domestic organism, and both powerful and weak foreign entities: not doing so offends the spirit of the AHEAD mission, and may also endanger AHEAD as an Alliance. It is for all these reasons that the AHEAD members «agree to institute magistracies, as they will be needed, and [...] promise submissiveness and obedience to them». AHEAD is set as a representative democracy: as such, its members agree to be subject to its Institutions, with the forms and within the limits the AHEAD Constitution and Law has established for.

The Free Knowledge Paradigm[]

AHEAD takes the commitment to gather and share knowledge under the Free Knowledge Paradigm (FKP). Every domestic and foreign entity is encouraged to collaborate to put together and help spread any kind of knowledge, regarding the CyberNations, in the form of FKP Documents. To help protect private knowledge and author's rights, stricts measures are taken to ensure that no rights are violated by the publication of any FKP Document. Anonymous contribution is generally not allowed, and is anyway used only after it's been checked that its content of knowledge is original. AHEAD is bound to the protection of the identity of its contributors, as long as they are not proved to having infringed any author's rights.


The AHEAD Institutions[]

The AHEAD Parliament[]

The AHEAD Parliament forms and promulgates AHEAD Laws. The AHEAD Parliament is the only body entitled to change the AHEAD Constitution; these changes must be decided upon in accordance with the procedures set by the Constitution itself. The Parliament legislative power has no other restrictions, but those posed by the AHEAD Constitution. The Parliament elects the vice-President, and the Prime Minister. It also approves the Executive with a vote of confidence, and it can remove the Executive with a vote of no confidence. The Parliament fixes its own Regulations under the terms described in Part III. These Regulations must include at least the procedure and the form to elect the Prime Minister with. Lacking approved Regulations, each decision within the Parliament is taken with the simple majority of the votes; also, lacking approved Regulations, the Council of Guarantors has the power to decide over the disputes that involve the Parliament's procedures and forms. The number of Deputies depends on the number of Members, according to the provisions described in Part III. It is called "Eldest Deputy" the Deputy in office that has been elected the most times. If more than one Deputy meets this requisite, the Eldest Deputy is the Member with oldest effective membership (as certified by the date of his/her Admission); if still more than one Deputy meets this requisite, one of them will be appointed Eldest Deputy by the AHEAD Chief Guarantor.

The AHEAD President[]

The President is the head of the Parliament. S/he is elected among the Deputies by the general membership. When unavailable, s/he is substituted by the vice-President. The President leads the works of the Parliament, s/he appoints one Magistrate and the two Temporary Members of the Council of Guarantors. S/he can veto the dismissal of the Magistrates. The President can Pardon members that have been sentenced by the Magistracy; the Presidential Pardon can be applied only to specific cases; it voids the effects of a sentence, but it doesn't extinguish the guilt.

=== The AHEAD vice-President === 

The vice-President substitutes the President when this is unavailable. S/he is elected among the Deputies by the AHEAD Parliament. When unavailable, s/he is substituted by the Eldest Deputy. Unlike the President, the vice-President can't nominate the Guarantors.

The AHEAD Prime Minister[]

The Prime Minister is the head of the Executive. S/he is elected by the Parliament. When unavailable s/he is substituted by a/the vice-Prime Minister. The Prime Minister appoints the Ministers, and one or more vice-Prime Minister(s); if more than one vice-Prime Minister is appointed, the Prime Minister must decide a ranking among them. The Prime Minister appoints the AHEAD Dictator, if this is needed at the Prime Minister's sole discretion.

The AHEAD vice-Prime Minister(s)[]

The vice-Prime Minister(s) is/are appointed by the Prime Minister. The vice-Prime Minister(s) substitute(s) the Prime Minister when this is unavailable. When unavailable, each is substituted by the vice-Prime Minister next in rank. If no vice-Prime Minister(s) is/are available, they're substituted by the AHEAD Chief Guarantor, or by an AHEAD Member appointed by the Chief Guarantor for this purpose. The vice-Prime Ministers are by right member(s) of the AHEAD Executive.

The AHEAD Executive[]

The Ministers are the Officials responsible for managing the every-day life of AHEAD; they are in charge of the Ministries. Before entering in charge, the list of Ministers must be approved by the Parliament with a vote of confidence. The Prime Minister can dismiss any Minister and advocate to him/herself the Ministry. If a new Minister is appointed, s/he will need another specific parliamentary vote of confidence before entering in charge. If the Prime Minister gives a new Ministry to a Minister already regularly in charge, however, no vote of confidence is needed. The Executive or any Minister can be removed by the Parliament, with a vote of no confidence.

The AHEAD Magistracy[]

The Magistrates are subject only to the AHEAD Law. They're responsible for the first part of any exam of Constitutionality for laws. They are the investigative and the judging body of AHEAD. Apart from the exemptions set by the Constitution, the Magistracy is the only power that can reverse a decision legitimately taken by any AHEAD Magistrate. Special Courts and/or Magistrates are strictly prohibited. Each investigation and judgment must be conducted by regular Magistrates. The Magistrates set their own Regulations and organize themselves as they see fit, but always in the framework set for them by the Constitution and by the Law. Decisions regarding single cases / entities / Nations / Members can be taken by single Magistrates. Decisions regarding Unconstitutionality of Laws, Ordinances or the AHEAD Institutions, including the Magistracy itself, must be voted by the Magistracy as a whole. The Magistracy's jurisdiction doesn't include the formation of Law. The Magistracy decisions are always final, with the exemptions set by the Constitution. The number of the Magistrates depends on the number of the Members, according to the provisions described in Part III.

The AHEAD Council of Guarantors[]

The Guarantors of the Constitution are three. They're responsible for the defence and the correct interpretation of the Constitution. They're responsible for the second part of the exam of Constitutionality for laws. One Guarantor is Permanent, and the other two are Temporary. The Guarantors elect a Chief Guarantor to represent and lead them. The AHEAD Permanent Guarantor is elected by an Assembly formed by the Deputies, the Ministers and the Magistrates; in this election each of said Officials has as many votes as are his/her Offices (represented in the Assembly). The Temporary Guarantors are appointed by the President and can't be removed from their Office, unless they leave AHEAD or they are impeached. The Permanent Guarantor can't be removed from his/her Office, unless s/he leaves AHEAD.

The AHEAD Dictator[]

The AHEAD Dictator is an emergency magistrate, that is appointed only in times of emergency, to centralize the control over the Alliance. S/he is appointed by the Prime Minister; the appointment takes immediate effect, but it must be ratified by the Parliament as soon as possible, and anyway not beyond three days from the appointment; if this doesn’t happen, the appointment and every Dictator’s decision or act that followed it are void. If the Parliament is unavailable, the Dictator's appointment can and must be ratified by both the Magistracy and the Guarantors. The Dictator will operate under the supervision of the President, that will be informed of each of his/her decisions as soon as possible. In case the President and the Dictator are the same person, s/he will operate under the supervision of the Parliament's Eldest Deputy. The Dictator decisions can’t in any way affect the Consitution or its application, the existence of AHEAD and its Rationale or Values, as described in the Constitution.

The AHEAD Provisional Autocrat[]

The Provisional Autocrat is a magistrate designed to take control of AHEAD, should the Alliance shrink to a minimal size. Should the AHEAD membership drop below 10, the members will elect a Provisional Autocrat to represent them. The Provisional Autocrat has complete and absolute power over the Alliance. S/he can appoint Officials, Ministries, and any other Institution as s/he sees fit. The Provisional Autocrat can't change or abrogate the Constitution.


Offices[]

Elections[]

Every AHEAD Member has full political rights, that are inalienable. Each Member can vote and can run in the Parliament's elections, each time they're held. The AHEAD President is elected by Membership with general elections. Only Parliament Deputies can be elected President. In the Parliamentary and in the Presidential elections the vote is secret. The AHEAD Prime Minister is elected by the Parliament. The AHEAD Magistrates are elected in part by, and among, the Members, and in another part by the Parliament, again among the Members. The AHEAD Permanent Guarantor is elected by an Assembly formed by the Deputies, the Ministers and the Magistrates.

Period in charge[]

Officials' terms are individual, with the exception of those of the Deputies and of the Executive. Each Official stays in charge for the pertaining period set in Part III of this Constitution.

Appointments[]

The AHEAD Executive is appointed by the Prime Minister, that will seek the counsel of the President. The Executive must be approved by the Parliament with a vote of confidence. One AHEAD Magistrate is appointed by the President. The AHEAD Temporary Guarantors are appointed by the President. The AHEAD Dictator, if needed, is appointed by the Prime Minister.

Impeachment[]

The AHEAD Parliament can impeach the Executive, or part of it. The AHEAD Executive can impeach (dismiss) single Magistrates, but this kind of provision, to take effect, must be ratified by the Parliament with a simple majority of votes. The Prime Minister, together with the Parliament (minus the President) can impeach the President. The Parliamentary vote on impeachment requires a simple majority of votes. The AHEAD Parliament can't be impeached; however, the President can dissolve the Parliament, with a President's Decree of Dissolution (PDD); a PDD takes effect five days after it's promulgated, and is forfeited if the President is impeached in the meanwhile. The Parliament can't be dissolved if there isn't a legitimate Executive in charge. The Temporary Guarantors can be impeached by the Magistracy only, and with the accusation of High Treason and/or crimes against the Constitution only. The Parliament (with a required 2/3 majority), the Magistracy and the Temporary Guarantors (with a required 50%+1 majority), each in separate votes, subject to the ratification of the general membership (with a 3/4 required majority), can impeach the Permanent Guarantor. These majorities are calculated upon the overall count of each deciding body (not upon the voting members). The AHEAD Dictator can't be impeached. But s/he can't issue Decrees regarding the length of his/her Office. Each Official that is impeached immediately loses his/her Office. Impeachment isn't in itself ground for legal or administrative action against the (former) Official.

Incompatibilities[]

With safeguard of the Provisional Measures, the following incompatibilities are in effect:

  • The President can't be part of the Executive and s/he can't be a Magistrate or a Guarantor.
  • Members of the Executive can't be Magistrates or Guarantors.
  • Deputies can't be Magistrates if the number of Members is at or above 200. If the number of Members raises over 200 the Deputies and Magistrates already in charge can retain both their offices.
  • The Dictator can't retain or gain membership of the Executive, while in charge.


Constitution Application and Interpretation[]

The AHEAD Constitution is applied by the AHEAD Institutions, as they're described in it, or are created by legitimate AHEAD Institutions for specific goals. In case of a dispute, the Official Interpretation of the Constitution will be given by the AHEAD Guarantors, unless the Constitution specifies otherwise. AHEAD Guarantors decisions are final.


Constitution Amendment, Reform, Substitution, Abrogation[]

The Constitution can be amended, reformed, substituted or abrogated only with the procedures by itself (hereby) set. The regularly elected AHEAD Parliament in charge is the only organism that can legally change or abrogate the Constitution. Every other entity or Institution is expressly forbidden to attempt against the integrity of the Constitution. Under no circumstances the Constitution or its effects can be "suspended". The AHEAD Rationale can’t in any way be amended, reformed or substituted.

Any proven attempt to illegally change, abrogate or suspend the Constitution or its effects, from inside AHEAD, will be considered High Treason and a crime against the Constitution. Any proven attempt to illegally change, abrogate or suspend the Constitution from outside AHEAD will be considered an act of Aggression.

Abrogating or substituting the whole Constitution requires 100% of the Parliament votes. Amending or Reforming the Part I of the Constitution requires 90% of the Parliament votes. Amending or Reforming the Part II of the Constitution requires 75% of the Parliament votes. Amending or Reforming the Part III of the Constitution requires 67% of the Parliament votes. The percentages of this paragraph relate to the overall number of Deputies, not to the number of voting Deputies.


Matters not covered by the AHEAD Constitution[]

The AHEAD Constitution is not designed to cover any possible situation and issue the Alliance can have to handle. Each Member is called to understand the AHEAD Ideal, and to work with the other Members in a spirit of sincere and honest cooperation. New, inexperienced Members should seek older member’s advice, when in doubt, before they undertake actions that are of importance for AHEAD. The application of the Principles and Values of this Constitution to the situations not expressly foreseen by it, is of competence of the Magistracy or of the Council of Guarantors, for judiciary or constitutional matters respectively. Otherwise it's competence of the Parliament.


The AHEAD identification[]

Name[]

The AHEAD’s name is the six word expression "Alliance for Happy Evolution And Defence" (the definite article “the” excluded). The name and the acronym "AHEAD" (also called "names") are reserved and shall be used only by AHEAD Effective Members, or by any other entity the AHEAD competent Officials expressly authorized to do so. Every unauthorized use of the name "Alliance for Happy Evolution And Defence" and of the acronym "AHEAD" is strictly prohibited.

Colour[]

AHEAD is a multi-colour Alliance, with a preference for Orange. Internal programs are instituted to encourage non-Orange members to volountarily switch colour.

Flag[]

The AHEAD flag is rectangular, with height 8/15 of the width. It's divided in four quadrants, the upper left and lower right Orange, the others white. A stylized dove silhouette divides diagonally the upper left quadrant, head towards the pole; the area of the quadrant above the dove is white. The AHEAD Law[]

Nature of the Law There are four types of AHEAD Laws: 1. Constitutional 2. Acts ("regular" Law) 3. Decrees 4. Edicts The initial Constitutional Law is this document. Further Constitutional Law must be included in this Constitution, and is created and/or modified with the procedure described in Part III. Acts, Decrees and Edicts cannot abrogate or suspend any part of the Constitution. Acts are created by the Parliament, that approves them in accordance with its Regulations, with at least 50%+1 of the voting Deputies. Decrees are created by the Executive, according to the will of the Prime Minister. Each Decree stays in effect for the amount of time that it specifies, and anyway for no longer than thirty days. A same Decree can’t be issued more than three times, but it can be converted in an Act by the Parliament. Decrees can't abrogate or suspend Acts. Edicts are created by the Dictator. Each Edict stays in effect for the amount of time that it specifies, and anyway for no longer than 10 days. A same Edict can't be issued more than three times, but it can be converted in Decree by the Executive, or in an Act by the Parliament. Edicts can't abrogate or suspend Decrees or Acts. Edicts can't regulate the length of the Dictator's Office. Each AHEAD Law takes effect from the moment it's promulgated, unless otherwise in it specified.

Characteristics of the Law =[]

With the express exceptions set by the Constitution, Acts, Decrees and Edicts must have the following characteristics: 1. Universality: only open categories of individuals are made subject to the Law. 2. Abstraction: only types of behaviours are regulated by the Law. 3. Generality: only types of events or states are regulated by the Law. 4. Additivity: if a Law doesn't derogates or modify previous Laws, it adds to them (without abrogation). 5. Non-retrospectivity: a Law can't limit individual's rights with regard of behaviours and events that already took place, if these weren't already regulated by the Law. "Universality" is defined in regard of the individuals whose rights are restricted by the Law: an open set of individuals, constituted by all the individuals that possess, or in time will possess, the characteristics and qualities defined by that specific Law (e.g.: " Members"). "Abstraction" is defined in regard of the actions which legitimacy is defined by the Law: a description of the behaviours that the individuals may display (e.g.: "declare unauthorized war"). "Generality" is defined in regard of the events which happening is regulated by the Law: a type of events or states to which the Law applies (e.g.: "on the eve of an Alliance-wide war"). Examples of Universal, Abstract and General Laws are:

  • "Non-government members are not allowed to declare unauthorized wars on the eve of an Alliance-wide war".
  • "Members are forbidden to declare war on unaligned Nations in the Red Trading Sphere".
  • "When establishing a diplomatic contact, Ambassadors must register at their appointed foreign entity's board of communication".
Exceptions[]

The Executive can issue "Necessary and Urgent" Decrees (NaUDs), that don't need to be Universal, Abstract and General, and can suspend Acts. NaUDs must have their necessity and urgency explained. Such explanation can be communicated to the membership, or to the Parliament only. The Dictator can issue "Special" Edicts (SEs), that don't need to be Universal, Abstract, General and Additive, and can suspend Decrees or Acts (but not NaUDs). SEs don't need to be explained.

Non-Laws (Administrative Ordinances) Official decisions that are merely an execution of a Law, or derive from the political will of the executive powers, are not Laws, but Administrative Ordinances (or just "Ordinances"). Ordinances are subject to the jurisdiction of the Magistracy.

Unconstitutionality[]

The AHEAD Laws must be not in conflict with the AHEAD Constitution. Each Deputy, or a group of at least 5% of Members, can submit an exception of constitutionality against any Law; the Magistracy will examine each protested Law and will have three days to decide whether the examined Law is unconstitutional, or the matter has to be examined by the Guarantors. If the Magistracy fails to decide in the three days, it will be considered as if they decided to pass the matter to the Guarantors. The AHEAD Guarantors will have four days to decide whether to accept or reject the exception. If they don't decide in the four days, the exception will be called "declined", and it will be considered as if it was rejected. If they accept the exception, the Law is declared unconstitutional, and void of effects. Each declaration of unconstitutionality of any Law must include the reason for the unconstitutionality of the Law, and is final. However, the AHEAD Magistracy can't decide that a protested Law isn't unconstitutional, but can only decide it is unconstitutional, or pass the matter to the Guarantors. An exception of unconstitutionality that has been rejected (not just declined) can't be submitted again. An exception of unconstitutionality that has been declined (not explicitly rejected) can be submitted again after at least seven days. A protested Law remains in effect until it's declared unconstitutional, or it's withdrawn/abrogated with another Act. A Law that has been declared unconstitutional can't be promulgated a second time; however, if the reasons of unconstitutionality in its form are addressed, a similar, amended Law can be issued.

Fair trial[]

Each entity that is prosecuted, no matter if domestic or foreign, and with no prejudice because of their previous record, has the right to a fair trial. The accusation must be explicitly stated, and must be notified to the accused. The accusation must be specific to one or more actions and/or behaviours. Vague accusations are void by default. No one can be accused upon the nature of the consequences of their actions, though the severity of the consequences (actual or potential), can be ground for a more severe punishment against the guilty. The accused has the right to be (legally) assisted by other entities of his/her choosing, provided that their being informed of the case doesn't endanger the security of the Alliance. The accusation and the trial retain their legitimacy no matter the following circumstances:

  • The accused wasn't notified of the accusations because s/he was unavailable for an unreasonable amount of time, and/or couldn't be reached via the normal means of communication;
  • The accused isn't available for the trial;
  • The (legal) assistance is or becomes unavailable for a legitimate reason;
  • The accused rejects or is unable to accept the jurisdiction of the AHEAD Magistracy.

Each entity, no matter if domestic or foreign, and with no prejudice because of their previous record, has the right to submit an accusation against any AHEAD Member or institution, and to receive an answer. Accusations originating from foreign entities, and submitted against foreign entities, are however outside of the jurisdiction of AHEAD.

Extra-judiciary classification as Enemy[]

The classification of an entity as an Enemy of AHEAD is of competence of the Executive, not of the Magistracy. The Executive can't classify as Enemy any AHEAD Official: these must be impeached and demoted first.

Inter-Alliance Relationships[]

Definition of "Alliance"[]

The AHEAD recognizes as an "Alliance" any group of at least two Nations, flying identical Alliance Affiliation information.

Neutrality[]

Neutrality means "not taking sides". The AHEAD concept of "side" is associated with entities, not with actions. Therefore AHEAD shall not take the side of anybody else, but can provide support or criticism towards the actions or stances of anybody. The definition of "neutrality" AHEAD believes in doesn't conflict with the freedom of saying and doing what is right. The AHEAD is therefore a Neutral Alliance, but it is not "just another Neutral Alliance". AHEAD has its own political agenda and will pursue it. The very idea of the Alliance is actually to change the face of the planet, and that surely can't be done by caring only of one's own business. AHEAD's Neutrality is identified with impartiality, but it does not mean indifference or isolationism. On the other hand, the AHEAD Neutrality means that the Alliance shall not be aggressive or submissive towards any entity for the sole reason of showing friendship with some other entity. AHEAD doesn't want to conquer anybody, but rather wishes to be able to talk with everybody, hopefully improving each other. AHEAD's approval isn't granted to anyone: while this stance can sometimes lead to unpleasant misunderstandings, our interlocutors can have confidence that we're sincere, when we celebrate them. Praises and positive opinions would be void of value, if they could be taken as granted. The AHEAD stance in regard of the Alliances is generally a friendly one.

The AHEAD Declaration of Neutrality[]

AHEAD will issue its own Declaration of Neutrality, that will be designed with respect of the Vaules and Foundations set by the Constitution.

National Wars[]

No matter the circumstances, no Nuclear First Strikes (NFSs) are allowed in any National War.

Alliance Wars[]

AHEAD repudiates war as a mean of solving disputes with the other peoples, Nations, Alliances, foreign entities and foreign powers. AHEAD establishes agreements with other CyberNations entities, in order to improve the international security and to set peaceful means of solving disputes and handling international and inter-Alliance crisis. Such agreements, if established with conditions of equality, can set limitations to AHEAD sovereignty; but, they can't go against the Principles of Freedom, Peace and Participation this Constitution set. AHEAD seeks membership in, and actively promotes, inter-Alliance organizations devoted to Planet’s Bob Peace. The active use of the AHEAD military force is allowed in the framework and under the flag of said inter-Alliance organizations, or for AHEAD mutual defence against a foreign or internal aggressor, or for AHEAD anticipatory defence against a manifest, proved, inevitable and imminent threat for the AHEAD existence or the AHEAD rationale (mission). With the exemption of mutual defence and anticipatory defence, however, the active use of the AHEAD military force isn't allowed, unless all the diplomatic channels and all the legitimate forms of non-military pressure have been tried and have failed. In the circumstances this Constitution allows for an immediate use of the AHEAD military force, the AHEAD government anyway should, if the circumstances are fit for it, delay or stop the use of the military option, and try to reach a peaceful agreement over the dispute. Definition of Aggression: is said "aggression" against AHEAD what is defined as such in Part III of the AHEAD Constitution. Actions that don't fall under said definition can't be met by AHEAD's immediate use of military force, under this Constitution's law.

Clarification of AHEAD "Pacifism"[]

AHEAD wishes to help educate the community towards the goals of Peace and Cooperation, and against any warmongering and abusive behaviour. This does not mean that AHEAD is based on pacifism and/or isolationism, but rather than strength is considered a mean towards civilization, not a goal in itself. As such, even if a necessary thing, pure power isn't an objective of AHEAD, but the Alliance's goals include knowledge and friendship instead. The AHEAD love for Peace, however, doesn't mean that AHEAD will be undefended, or will choose to not defend itself, against hostile entities. Should a foreign entity be recognized as an indomitable and permanent threat for the AHEAD existence, rationale, interests or desire for Peace, AHEAD will not hesitate to classify that foreign entity - publicly or privately - as an Official Enemy. Being guilt of Aggression against AHEAD - as it's above defined - is ground for being immediately (but not automatically) classified as an Enemy; not being guilt of Aggression against AHEAD, instead, does not exclude being classified as an Enemy anyway, if other hostile acts have been committed against AHEAD or against any AHEAD Member. Being guilt of High Treason means being automatically classified as an Enemy. The AHEAD wrath against their Enemies will not expire before said Enemies had been obliterated.

Wars of Aggression[]

AHEAD will not wage a War of Aggression against entities that are not classified as Official Enemies.

Nuclear Weapons[]

For humanitarian reasons AHEAD will not make use of Nuclear First Strikes. Should an enemy attack any AHEAD Member with Nuclear Weapons, proportionate (1:1) Nuclear retaliation is automatically authorized for the attacked Member; if said Member is incapable of Nuclear warfare, or unwilling to resort to it, the same proportionate Nuclear retaliation from other Members is allowed with written clearance by the AHEAD competent Authorities. Multiple Nuclear retaliation must be carefully evaluated by the AHEAD competent Authorities, and shall be avoided whenever possible.

ZI-ing[]

AHEAD may decide to punish exceptionally evil enemies (either external or internal), sentencing them to ZI (being attacked until their Nation remains with Zero Infrastructure). The ZI-ing can be:

  • part of a Sentence, and be therefore competence of the Magistracy,
  • an automatic consequence of a crime,
  • decided by the Executive (applying to Official Enemies only),
  • decided by the Dictator.

The enforcement of ZI-ing is competence of the Ministry of Defence.

Limits to ZI-ing[]

With the exception of entities declared guilty of crimes against the Constitution, the following applies. Any given Nation can't be sentenced to a ZI-ing period longer than two months (starting from the time they first hit the 0 Infrastructure level). However, a ZI-ing sentence can be renewed once, when it's about to expire, for another period of maximum two months. No given Nation can be ZI-ed, for the same reason, for more than four months. However, an enemy Nation that has already been sentenced to ZI-ing can be given another similar sentence, if new legitimate reasons have raised in the meanwhile.

ZI-ing for crimes against the Constitution[]

Any Nation or entity, either domestic or foreign, that is declared guilty of a crime against the Constitution can and should be sentenced to permanent ZI-ing.

Membership[]

Each AHEAD Member is equal, no matter the Nation age, the National form of Government, the National Religion, its leadership’s or its citizens’ ideas, opinions and beliefs. There shall be no discrimination of any sort among AHEAD Members.

Admittance[]

Each candidate will post an Application in a public section of the AHEAD board of communication, including:

  • reference to his/her Nation (link to Nation);
  • the unconditional will to be subject to the AHEAD Constitution;
  • relevant previous history of his Nation (including previous Alliances, reasons s/he left them for, relevant wars);
  • reasons s/he want to join AHEAD for.

The Executive will decide upon each Application, and will give a reply in a reasonable amount of time. In the meanwhile the candidates are not prohibited to keep their current Alliance Affiliation, or to set it to "AHEAD Applicant" (this last grants a certain amount of protection). It is forbidden to set one's AA to "Alliance for Happy Evolution And Defence" until the admittance is official. A refused candidate can appeal to the Parliament, if the Executive refused admittance without giving a reason, or giving an evidently wrong reason. (Refused candidates must anyway realize that their chances to get in against the will of the Executive are, at best, extremely slim). Having lied, or having concealed essential information in one's Application, is ground for Expulsion or for Annulment of Membership. There's no right to being admitted in AHEAD. Admittance is a privilege.

Confidentiality[]

Each member agrees to be bound to confidentiality for anything that has to do with the AHEAD internal affairs. Special consideration must be used when dealing with material that can affect the security of the Alliance. No part of AHEAD knowledge, news or stances can be released in public without an official approval. Therefore, no member can speak on behalf of the Alliance, unless explicitly authorized to do so. The commitment to confidentiality is permanent: it doesn't expire when losing membership for any reason. Violating the Alliance Confidentiality is ground for being declared an Enemy of AHEAD.

Resignation[]

Any member is free to leave the Alliance in any moment. While no explanation is due, it would be common courtesy to provide one. Former Members are requested to turn back the (documented) Aid they received while in AHEAD, within thirty days from leaving, or within the shortest time span that makes the restitution technically possible. Former members that failed to return the Aid within the due terms, will not be allowed back until they will return double the amount. Not returning the Aid can't be ground for hostile action from the Alliance. No Member can leave and come back to AHEAD more than one time. The President has however the power to overrule this restriction, but on a case by case basis only. Having resigned doesn't free the former Members from the obligation to Confidentiality.

Disciplinary Measures[]

The Disciplinary Measures are decided by the Magistracy or, in emergency and up to the Disqualification only, by the Ministry of Justice and the Ministry of Internal Affairs. Disciplinary measures decided by the Executive must be ratified by the Magistracy within ten days from their enforcement, or they are annulled. The enforcement of Disciplinary Measures is responsibility of the Ministry of Justice. The Disciplinary Measures are (in order of severity):

  • Reprimand: verbal reproach (no other effect)
  • Censure: temporary interdiction to do/participate (in) something (30 days at max)
  • Sanction: fine to be paid in the form of Aid
  • Disqualification: temporary or permanent interdiction from holding an Office. For Officials in charge this must be preceded by dismission or impeachment and demotion.
  • (Judiciary) Expulsion.
  • (Judiciary) ZI-ing.

This paragraph doesn't apply to the automatic Self-Expulsion and to the ZI-ing that can follow the crimes against AHEAD, its Values or its Constitution. The Disciplinary Measures don't apply to foreign entities.

Expulsion[]

Members incur in Expulsion if:

  • They are classified as Enemies (automatic and immediate Expulsion).
  • They commit High Treason and/or commit crimes against the Constitution, or they betray the AHEAD Values, or they betray AHEAD (immediate Self-Expulsion).
  • They are sentenced to Expulsion in a trial.

Self-Expulsion is immediately effective, no matter when the competent Officials take note of it. For a Member to be expelled as a result of a trial the sentence must be based upon a Law in effect, or be ratified by the Council of Guarantors.

Annulment of membership[]

The membership of a Nation is Annulled if:

  • They lied or concealed essential information in their Application, and this fact leaded to damage of any kind for the Alliance.
  • They weren't sincere in declaring their unconditional will to be subject to the AHEAD Constitution.
  • They lied about the reasons they wanted to join AHEAD for.

Unless good faith on the side of the offending Nation can be proved, said Nation is automatically declared an Enemy of AHEAD. Spies, either from other Alliances or "free-lance", have their membership automatically Annulled, and are always declared Enemies of AHEAD. With the Annulment AHEAD acknowledges that that Nation was never part of AHEAD, but was instead an impostor and an enemy in disguise. AHEAD can't take responsibility for the actions of Nations that faked to be part of it. However, due to the nature of the objectives of the Alliance, the most careful attention must be paid to the wrongdoings that a fake AHEAD Member may have conducted against foreign entities, while it was figuring as a legitimate AHEAD Member. AHEAD takes the commitment to make everything in its power to heal, amend and indemnify for the harms caused by Nations that were operating under its flag and abusing its good faith.

Other Principles regarding Internal Relationships[]

Nature of Membership[]

AHEAD Members must keep in mind that their behaviour always reflects over the reputation of the Alliance, no matter whether they intend it or not. Also, the main way AHEAD aspires to, to reach its objectives, is to lead by the example. A superior courtesy and gentlemanship is therefore always expected by any and each AHEAD Member. Any type of constructive behaviour is encouraged, while any kind of disruptive behaviour is heavily discouraged and frown upon. Especially, under no circumstances the alleged bad behaviour of foreign entities will be accepted as an excuse for any AHEAD Member's bad behaviour in return. Stoop at a lower level is against the very spirit of AHEAD and is unacceptable: AHEAD Members must be recognizable for their superior Civility, and be easily considered as an inspiring example by the other Nations and Alliances.

End of Membership[]

Any Member is free to leave AHEAD without prejudice, and without fear of reprisal, for any reason and in any moment. There's no procedure for leaving. Out of courtesy, however, members should notify (at least) the Executive about their decision. Changing in-game Alliance Affiliation to anything different from the official AHEAD Alliance Affiliation, without having been authorized by a competent AHEAD Official, is equivalent to "leaving" AHEAD. Falling into inactivity and having one's Nation deleted is considered equivalent to "leaving" AHEAD. Creating a new Nation and applying to join AHEAD within two days (from creation), will be however considered equivalent to "not having left".

Elections: secrecy[]

In the elections of the Prime Minister, of the Permanent Guarantor and of the Magistrates elected by the Parliament, the vote is open. In the elections of the Magistrates elected by the Members, the vote is secret. When not expressly differently specified by this Constitution, or by the relevant Law, "open vote" means that every member in the relevant electoral body has the right to know each other single voter's vote and/or preference. The same information, however, can be hidden to other parties. Under no circumstances any single voter's vote and/or preference can be disclosed outside AHEAD. When not expressly specified by this Constitution, or by the relevant Law, in each AHEAD election the vote is secret.

Elections: number of votes[]

Each Member counts for one vote only, with the exemption of specific Constitutional provisions. If some Members (called "Grand Voters") count for more than one vote in any AHEAD election, they must vote without dividing their individual votes, that will be all therefore counted in favour of the choice each of them chooses. This criterion, however, will be applied without penalization, in comparison with the voters than normally hold only one vote ("Little Voters"). Therefore, when the Little Electors can vote for n different choices, the Grand Electors as well will be allowed to divide n times their individual votes among n different choices. This division must be done in equal parts.

Of the expiring of AHEAD offices[]

To avoid lacks of power, the duration of each AHEAD office is automatically extended until the incoming official has been determined. However, officials that have been removed with a legitimate procedure (e.g.: impeachment) don't stay in power; they are instead replaced in their functions by the officials the Constitution or the Law identifies for this purpose or, lacking the rules for it, they are subrogated (in this order, if in office) by the Dictator, or by the Prime Minister, or by the President; these officials may also appoint a member for the temporary subrogation of the missing, properly determined official. All these kinds of subrogation are called "substitution in emergency". Unless the Constitution or the Law specifies otherwise, an official "substituting in emergency" will manage only the urgent matters of competence of the office, and will postpone everything that can be postponed.

Of the AHEAD Executive[]

The number and nature of Ministries, as long as the names of the Members that are in charge of each, is decided by the Prime Minister, that will seek the counsel of the AHEAD President. The list of Ministries must include the name and title of each Minister, the presence or absence of voting rights, and a set of competences. More than one Ministry can be given to the same person, and the Prime Minister can reserve Ministries for him/herself. Each Minister can organize his/her Ministry as s/he sees fit, with the limitations set by the Prime Minister. The Executive stays in charge at most for two solar months. The voting Ministries can't be less than three and can't be more than ten.

Minimal competences of the Executive[]

The Executive competences must at least cover the following: Defence Economy Foreign Affairs Intelligence Internal Affairs Justice Public Relations, Recruiting and Propaganda

Voting Ministries[]

Together with the Deputies and the Magistrates, the Ministers that are in charge of voting Ministries elect the Permanent Guarantor.

Not-voting Ministries[]

The Ministers in charge of not-voting Ministries don't participate in the Permanent Guarantor's elections. However, if a Minister is in office for more than one Ministry, of which some hold voting rights and some don't, that Minister preserves the right to vote for the Permanent Guarantor's elections, with the votes s/he has according to his/her Ministries.

Of the AHEAD President[]

The vice-President, in number of one, is elected by the Parliament. The vice-President stays in charge at most for five solar months.

Of the AHEAD Parliament[]

The Parliament Regulations must be democratic in nature, and must be made available in written form. The restrictions the Regulations pose to the Deputies must be limited to the minimum that is necessary to ensure an ordered course of the Parliamentary works. The Parliamentary mandate is not binding: the Deputies are left free to fulfil their duties in the way they see fit for the best of the Alliance. The Deputies stay in charge at most for five solar months. The number of Deputies is dependent on the number of Members, according to the following:

  • 0 Deputies for Members < 10
  • 3 Deputies for 10 <= Members < 20
  • 5 Deputies for 20 <= Members < 50
  • 9 Deputies for 50 <= Members < 100
  • 15 Deputies for 100 <= Members < 200
  • 21 Deputies for Members >= 200

OF the AHEAD Magistrates[]

The Magistracy Regulations must be made available in written form. The restrictions the Regulations pose to the Magistrates must be limited to the minimum that is necessary to ensure an ordered course of the Judiciary works. The Magistrates' mandate is not binding: the Magistrates are left free to fulfil their duties in the way they see fit for the best of the Alliance. The Magistrates stay in charge at most for twelve solar months. The number of Magistrates is dependent on the number of Members, according to the following:

  • 0 Magistrates for Members < 10
  • 1 Magistrate for 10 <= Members < 20
  • 3 Magistrates for 20 <= Members < 50
  • 5 Magistrates for Members >= 50

One Magistrate is appointed by the President. The other Magistrates are elected among the Members: half of them are elected by the Members, the other half by the Parliament. The Magistrates can be removed from their office by the Executive only, and this measure must be ratified by the Parliament. The Magistrates are automatically removed from their office if they leave the Alliance for any reason, or if their membership is annulled. Magistrates expelled by the Executive are reinstated in their Office if the Parliament doesn't ratify their expulsion. Former Magistrates that were expelled and later obtain the annulment of their expulsion in an AHEAD Trial are not reinstated in their Office, unless the Magistracy decides so with an unanimous vote.

Of the AHEAD Temporary Guarantors The Temporary Guarantors stay in charge at most for twelve solar months.

Of the AHEAD Dictator The Dictatorship is a Temporary Office. The Dictator stays in charge for the time specified in its Appointment Decree or, if this last didn't specify the Office's term, for seven days. No Appointment Decree can specify terms of more than twenty days or it's void. The Dictatorship Office can be renewed for an unspecified amount of times.

Definition of "Aggression"[]

Is said "Aggression" against AHEAD when an identified foreign entity, formed by a "sufficient number" of foreign Nations, launches a military attack against at least a "sufficient number" of AHEAD Nations, or when there's reasonable evidence or intelligence that an attack of the same level is imminent. It is also said "Aggression" against AHEAD when an identified foreign entity commits a crime against the AHEAD Constitution. A "sufficient number" of foreign Nations is two, or the 1.5% of the overall Alliance or Inter-Alliance-Block membership count (rounded to the nearest integer), whatever number is biggest. A "sufficient number" of AHEAD Nations is two, or the 2% of the overall AHEAD membership count (rounded to the nearest integer), whatever number is biggest. A state of Aggression allows but doesn't bind the Executive to an immediate use of military force. The lack of a state of Aggression forbids the Executive to make immediate use of military force against foreign entities (with the exception of the Enemies of AHEAD). With safeguard of what precedes, sabotaging, spying, defaming or otherwise harming AHEAD interests or any AHEAD Member's interests do not fall under this definition of "aggression".

Recruiting[]

Only authorized AHEAD Recruiters can recruit among the general public. However, each AHEAD Member is entitled to invite their friends or acquaintances, if so they wish. Promising Aid packages to candidates for membership is prohibited. AHEAD goals are not primarily economic in nature, and AHEAD does not need opportunistic members. However, once in, each Member will be helped by the other Member Nations at the widest extension possible, according to each one's needs and possibilities.

Each AHEAD award is assigned with a motivation, that must be related to identifiable events, and can be made public.

Right of exhibition[]

Each entity that has been awarded AHEAD decorations has the perpetual right to exhibit them.

AHEAD Gold Medal of Humanity[]

The AHEAD Gold Medal of Humanity (AGMH) is the highest AHEAD award. It is assigned to Nations that demonstrated outstanding dedication to the cause of Civilization, and that achieved impressive, unprecedented success towards the Global Evolution. Both AHEAD and foreign Nations can be awarded this Medal, and any Nation can be assigned it only once.

Silver Medal of Humanity[]

The Silver Medal of Humanity (SMH) is the second-in-rank AHEAD Medal. It is given to Nations or Alliances that demonstrated enduring dedication to the cause of Civilization, and/or obtained excellent results on the path towards a complete Global Evolution. Both AHEAD and foreign Nations or Alliances can be awarded this Medal, and any Nation or Alliance can be assigned it more than one time. Whatever the circumstances, AHEAD Member Nations that, for humanitarian reasons, refuse to use Nuclear Weapons when they would have the right to do so under this Constitution's law, will be considered to epitomize the AHEAD spirit and rationale; thus, they will be automatically awarded the Silver Medal of Humanity.

Gold Medal of Peace[]

The Gold Medal of Peace (GMP) is the highest AHEAD Peace Medal. It can be assigned to Nations that demonstrated continuous dedication to, and obtained stunning achievements in favour of, the cause of Global Peace. Both AHEAD and foreign Nations can be awarded this Medal, and any Nation can be assigned it only once.

Silver Medal of Peace[]

The Silver Medal of Peace (SMP) is the second-in-rank AHEAD Peace Medal. It is assigned to Nations or Alliances that actively and continuously worked for Peace, and that obtained significant results towards it. Both AHEAD and foreign Nations and Alliance can be awarded this Medal, and any Nation or Alliance can be assigned it more than one time.

AHEAD Genuine Friend Award[]

The AHEAD Genuine Friend Award (AGFA) is given to Nations or Alliances that demonstrated real friendship towards AHEAD. This award can be assigned more than one time to the same Nation or Alliance.

Gold Medal of Valour[]

The Gold Medal of Valour (GMV) is the highest AHEAD Military Medal that can be assigned. It is assigned to AHEAD Nations that decisively and positively contributed in determining the result of an AHEAD-wide military conflict. The Medal can be assigned more than one time to the same Nation.

Silver Medal of Valour[]

The Silver Medal of Valour (SMV) is the second-in-rank AHEAD Military Medal. It is given to Nations or Alliances that showed courage and bravery in defence of AHEAD. Both AHEAD Nations, and foreign allied Nations or Alliances, can be awarded this Medal; the Medal can be assigned more than one time to the same Nation or Alliance.

The Veteran Medal of Valour[]

The Veteran Medal of Valour (VMV) is assigned to AHEAD Nations that fought three (or more) Alliance-wide conflicts on the AHEAD's side, effectively contributing to its defence.

The Medal of Valour[]

The Medal of Valour (MV) is assigned to AHEAD Nations that fought in at least one war on the AHEAD's side, effectively contributing to its defence.

The Maedolan Cross[]

The Maedolan Cross (MC) is assigned to AHEAD Nations that fought in defence of AHEAD, or of an AHEAD Ally, in at least one war. This award takes name from the Capital city of Gaela, home city of jerdge, first founder of AHEAD.

The AHEAD Rare Diplomacy Golden Kudos[]

The AHEAD Rare Diplomacy Golden Kudos (ARDGK) is assigned to AHEAD Nations that achieved decisive diplomatic success at AHEAD's advantage. It can be assigned more than one time to the same Nation.

The AHEAD Diplomatic Recognition[]

The AHEAD Diplomatic Recognition (ADR) is assigned to AHEAD Nations that, while serving in the AHEAD Diplomatic Corp, were able to hold positive and profitable relations with the foreign entities they were appointed at.

Other awards[]

The Parliament can create and assign other awards, that can be assigned both to domestic or foreign entities. The Parliament should however avoid creating awards that duplicate the Constitutional ones.
