Plus or Minus system for environment bonuses[]
There is inconstancies between this page, Government Type, Bonus Resources, and Improvements. While this page lists having a lower number as better, the other three give +1 bonus to things that help the environment and -1 (-2) bonuses to things that hurt the environment, which does not seem to follow the 1(best)- 11(worst) scale. Should the other pages be changed to state "+1/2 star", and "-1/2 star"? That might alleviate confusion. Spacemanspif 17:10, 22 January 2007 (UTC)
