The SOS Brigade (SOS) is an alliance on the Blue and Green spheres in Cyber Nations: Standard Edition. It is led by Madarame Harunobu, who rules as Brigade Chief and Ultra Director, representing the will of Haruhi Suzumiya herself, with a government comprised of the Brigade Chief and four other members.

Foundation and History[]

Background[]

The SOS Brigade is founded on concepts created by Nagaru Tanigawa in a series of light novels involving a cast of characters whose lives revolve around their membership in a school organization named the Spreading Excitement all Over the World with Haruhi Suzumiya Brigade, or SOS Brigade, and by extension the numerous fantastical exploits of its founder, Haruhi Suzumiya. The series of light novels gained great popularity and was eventually turned into a manga and subsequently into an anime.

The government positions within the SOS Brigade are based on the characters of the SOS Brigade in the Haruhi Suzumiya franchise. The leader assumes the title Brigade Chief and Ultra Director, echoing the position held by Haruhi Suzumiya in the franchise. Similarly, the Senior Staff hold positions such as Esper and Mysterious Transfer Student (based on Itsuki Koizumi), Time Traveller and Brigade Mascot (Mikuru Asahina), Alien Supercomputer and Meganekko (Yuki Nagato), and Ordinary Human and Errand Boy (Kyon).

History[]

The SOS Brigade was founded as a Tournament Edition alliance on 27 April 2009. Quickly attracting acquaintances of its founder, Arrnea, as well as other anime and manga fans, the SOS Brigade grew to a small but respectable size, signing several treaties with other alliances and participating in several wars.

Formation[]

In August 2009, the idea of the formation of the SOS Brigade as an alliance in Standard Edition began to be entertained. Having gained the support of numerous TE members, separate forums were created for a Standard Edition version of the SOS Brigade to facilitate its formation. After several weeks of planning, the foundation of the SOS Brigade was announced on 1 September 2009 under the protection of the Viridian Entente. On 3 October, the SOS Brigade signed a protectorate agreement with the International, entitled Spreading Socialism All Over the World with Haruhi Suzumiya's Brigade, which superseded the earlier protectorate with the Viridian Entente (officially dissolved on 14 October). On 23 October, it signed a PIAT with the Aqua Defense Initiative. December ushered in a PIAT/ODP hybrid treaty between the SOS Brigade and the Random Insanity Alliance as well as an ODP with Tetris.

Winter War[]

The dawn of a new year brought war, with the NpO-\m/ War escalating into a global conflict marred by unexpected events and general worldwide confusion. One week following the Aqua Defense Initiative's 2 February declaration of war on Troy, the SOS Brigade canceled its PIAT with that alliance. On 12 February 2010, the SOS Brigade simultaneously upgraded its protectorate with the International to an MDoAP and declared war on Hydra, entering the Winter War. The SOS Brigade and its allies concluded a peace deal with Hydra four days later.

New Sakura Order[]

On 1 April 2010, the SOS Brigade staged an April Fools' Day joke in which the existence of the New Sakura Order was announced as a Pink-sphere alliance. The Order, which used the acronym NsO, declared in its Charter to be the sole legitimate Pink team alliance, and claimed to be instituting Moldavi- and Revenge-styled Doctrines over that sphere. Its government, a monarchy, was established with Mio Akiyama as Empress, as well as a host of Imperial Princesses—Haruhi Suzumiya as the Genki (Princess of Recruitment), Mako Lim as the Tsundere (Princess of Foreign Affairs), Liliana Shellover as the Yandere (Princess of War), and Miyuki Konno as the Kuudere (Princess of Internal Affairs). The SOS Brigade portal was altered accordingly, sporting a sakura with links to the website's various pages.

Since then however, the original creator of the New Sakura Order has founded the NsO as a legitimate alliance completely unrelated to the SOS Brigade. This alliance was formed on 21 October 2010.

Treaty Changes[]

On 26 April 2010, the Brigade upgraded their ODP with Tetris to an MDoAP, and on 17 July 2010 they upgraded their ODP with RIA to an MDP. The treaty with Tetris was canceled on 30 October 2010 and the treaty with RIA upgraded to an MDoAP on 5 December 2010. A ToF was signed with the Imperial Order on 20 August 2010, but was canceled on 25 October 2010. An ODP was signed with the Libertarian Socialist Federation on 3 January 2011.

On 7 January 2011, multi of the Seaworthy Liberian Cardboard Boxes launched a spy attack on Pachirisu of the SOS Brigade. A number of attacks both revealed and unrevealed were conducted on SOS nations before and after this, but this was the first one with a confirmed sender. This prompted Locke to open negotiations with SLCB to put an end to the attacks and non-monetary reparations (as none of the attacks had yet to cause monetary damage). SLCB agreed to order a cease of attacks and denied any hand in the actions of their nations. They posted an apology upon request; it was worded to paint the Brigade in a poor light, but satisfied the bare minimum of Locke's request to SLCB so it was considered finished. After the posting, confirmed and unconfirmed attacks continued from SLCB, leading to further negotiations from both the Brigade and their allies, quickly escalating to a potential war. A member of iFOK, SLCB's Stickmen allies, even went rogue during the negotiations.

Eventually another settlement was reached and another apology was posted. This one, however, was less sincere than the previous one, containing an acrostic ("lol you guys are fags") that violated the rules of the forum and was promptly removed by moderation staff. Considering the repeated insincerity from SLCB's side of the negotiations and the escalating war created independently during the incident in which RIA declared on SLCB in defense of Ragnarok, the Brigade was content to forget the matter. The ODP with LSF was upgraded to an MDoAP largely as a result of this incident.

PB-NpO/DH-NPO Wars[]

On 17 January 2011, the Viridian Entente declared war on the New Polar Order over claims that their Regent, Dajobo, had planted and supported a spy in their alliance. The war quickly became global, including another front against the New Pacific Order, encompassing all three of the Brigade's allies: RIA, INT, and LSF. The Brigade could not, however, find an entry point into the war as all viable targets were either covered or quickly removed from the field of battle.

The Brigade also signed three new treaties and one was canceled during this period. They signed ODAP's with Invicta and JAMA on 10 February 2011, the Lolicat In A Box Accords and the Haruhi in a Hijab Accords respectively. Following this, the treaty with INT was canceled on 16 February 2011. On 12 April 2011 they signed another ODAP with the Global Order of Darkness.

Lucky Star Accords[]

For the Brigade's annual April Fool's Day prank, they decided to make a fictional MDAP bloc by the name of the Lucky Star Accords, inspired by a post by Contra on the New Pacific Order's forums. They gathered two of their allies, Invicta and JAMA, to also take part in the event. Each was one of the four main characters from the anime Lucky Star. A signature was handed out to be worn by members a week prior to the announcement. The announcement itself was an instant success, garnering more replies and views than any other April Fool's prank of the year.

Preamble[]

Attention all Aliens, Time Travellers and Espers! We are the Spreading Excitement all Over the World with Haruhi Suzumiya Brigade (世界を大いに盛り上げるための涼宮ハルヒの団, Sekai wo Ooi ni Moriageru Tame no Suzumiya Haruhi no Dan), the SOS Brigade (SOS) for short. We really should have been the Spreading Excitement all Over the World with Haruhi Suzumiya Organization, but we didn't have the right to form a student organization, so we had to make do with just 'Brigade'.

Oh, and in case you're wondering why we're called such a thing as the SOS Brigade and what exactly it is that we do, you'd have to ask Haruhi. Really, she seems to be the only one around here who even has a clue as to what we're supposed to be doing.

Article One: The Government of Haruhi Suzumiya[]

The SOS Brigade shall be governed by the Brigade Chief and Ultra Director (団長と超監督, Danchou to Choukantoku), the plenipotentiary of the great Haruhi Suzumiya herself, with the consultation of the Senior Brigade Staff and the Junior Brigade Staff, who shall be appointed by the Brigade Chief and Ultra Director and the Senior Brigade Staff, respectively as necessary.

Part One: Brigade Chief and Ultra Director[]

The SOS Brigade shall be led by the Brigade Chief and Ultra Director, acting as the plenipotentiary of Haruhi Suzumiya. This person, in concert with the Senior Brigade Staff shall exercise final authority over all decisions made for the SOS Brigade and shall remain in this position until they choose to retire or are impeached. The Brigade Chief and Ultra Director shall, in addition to the powers already detailed, be permitted to exercise a veto over any action decided upon by the Senior Brigade Staff, preventing the undertaking of such an action.

Part Two: Senior Brigade Staff[]

The Brigade Chief and Ultra Director shall appoint four members of the SOS Brigade, at his or her discretion, to serve on the Senior Brigade Staff. These members shall, along with the Brigade Chief and Ultra Director serve as the executive governing body of the SOS Brigade and be responsible for all decision-making within the alliance. The four positions that make up the Senior Brigade Staff of the SOS Brigade shall be as follows:

  • The first member of the Senior Brigade Staff shall be the Esper and Mysterious Transfer Student (超能力者と謎の転校生, Chounouryokusha to Nazo no Tenkousei), whose main duty is to co-ordinate the Foreign Affairs of the SOS Brigade including, but not limited to management of the diplomatic staff, negotiation of treaties and other agreements and rapid-response to other needs of a diplomatic nature.
  • The second member of the Senior Brigade Staff shall be the Time Traveller and Brigade Mascot (未来人と団マスコット, Miraijin to Danmasukotto), whose main duties are to create propaganda for the SOS Brigade and to oversee recruitment efforts.
  • The third member of the Senior Brigade Staff shall be the Alien Supercomputer and Meganekko (宇宙人スーパーコンピュータとメガネっ娘, Uchuujin Suupaakonpyuuta to Meganekko), whose main duty is to co-ordinate the military of the SOS Brigade and attend to needs involving the military defense of the SOS Brigade.
  • The fourth and final member of the Senior Brigade Staff shall be the Ordinary Human and Errand Boy (通常の人間と使いの少年, Tsuujou no Ningen to Tsukai no Shounen), whose duties include, but are not limited to the management of North High School and the management of the SOS Brigade's economic programmes.Members of the Senior Brigade Staff may be removed from office at any time by the Brigade Chief and Ultra Director, at which time the Brigade Chief and Ultra Director shall appoint another member of the SOS Brigade to serve in their place.

Part Three: Junior Brigade Staff[]

The four members of the Senior Brigade Staff shall each appoint two members of the SOS Brigade to serve directly under them and comprise the Junior Brigade Staff. These members shall not be considered directly as a part of the governing executive of the SOS Brigade, but instead as an advisory board to the governing executive. Any appointment to the Junior Brigade Staff must be approved by the Brigade Chief and Ultra Director prior to coming into effect. The eight positions that make up the Junior Brigade Staff of the SOS Brigade shall be as follows:

  • The Battle Maid, who shall be subordinate to the Esper and Mysterious Transfer Student and shall assist with the execution of duties relating to the Foreign Affairs of the SOS Brigade.
  • The Incidental Butler, who shall be subordinate to the Esper and Mysterious Transfer Student and shall assist with the execution of duties relating to the Foreign Affairs of the SOS Brigade.
  • The Lady Fang, who shall be subordinate to the Time Traveller and Brigade Mascot and shall assist with the execution of duties relating to the Propaganda and Recruitment of the SOS Brigade.
  • The Loli in a Bag, who shall be subordinate to the Time Traveller and Brigade Mascot and shall assist with the execution of duties relating to the Propaganda and Recruitment of the SOS Brigade.
  • The Homicidal Class President, who shall be subordinate to the Alien Supercomputer and Meganekko and shall assist with the execution of duties relating to the Defense of the SOS Brigade.
  • The Overmind Advisory, who shall be subordinate to the Alien Supercomputer and Meganekko and shall assist with the execution of duties relating to the Defense of the SOS Brigade.
  • And finally, Those Two Guys, who shall be subordinate to the Ordinary Human and Errand Boy and shall assist with the execution of duties relating to the Internal Affairs of the SOS Brigade.

Members of the Junior Brigade Staff may be removed from office at any time by their immediate superior in the Senior Brigade Staff or by the Brigade Chief and Ultra Director, at which time their immediate superior in the Senior Brigade Staff shall appoint another member of the SOS Brigade to serve in their place, pending the approval of the Brigade Chief and Ultra Director.

Part Four: Appointment of Assistants[]

The Senior Brigade Staff, at their discretion, may appoint members of the SOS Brigade to assist in managing the operations of the alliance as necessary. These appointed members shall not be part of the government of the SOS Brigade, nor shall they be privy to its discussions and deliberations unless exempted from this provision by the Brigade Chief and Ultra Director.

Article Two: The Democracy of Haruhi Suzumiya[]

Part One: Impeachment of Brigade Staff[]

Any member of the SOS Brigade in good standing may call a motion to impeach a member of the Senior Brigade Staff or a member of the Junior Brigade Staff. In order for such a motion to succeed, the motion must be put up to a vote of the general membership of the SOS Brigade and achieve a margin of 67% or greater of the votes cast in favor of the impeachment. In addition, the number of votes cast must be greater than half of the total membership of the SOS Brigade.

If such a motion successfully impeaches a member of the Brigade Staff, a replacement shall be appointed by the appropriate authority to serve in the place of the Staff member that was impeached.

Such a motion shall fail automatically if the required conditions for passage are not satisfied within one week of the opening of the motion to the vote of the general membership of the SOS Brigade.

Part Two: Impeachement of the Brigade Chief and Ultra Director[]

Any member of the SOS Brigade in good standing may call a motion to impeach the Brigade Chief and Ultra Director. In order for such a motion to succeed, the motion must be put up to a vote of the general membership of the SOS Brigade and achieve a margin of 80% or greater of the votes cast in favor of the impeachment. In addition, the number of votes cast must be greater than half of the total membership of the SOS Brigade. If such a motion successfully impeaches the Brigade Chief and Ultra Director, a replacement shall be nominated by the Senior Brigade Staff and then placed before a vote of the general membership of the SOS Brigade. If the nominated candidate achieves a margin of 67% or greater in support of their appointment as Brigade Chief and Ultra Director, they shall become the Brigade Chief and Ultra Director of the SOS Brigade. If the required margin is not achieved, another candidate for the position of Brigade Chief and Ultra Director shall be nominated and voted on in the same fashion as the previous candidate, which shall be repeated until a suitable candidate is nominated and approved by the membership. Such a motion shall fail automatically if the required conditions for passage are not satisfied within one week of the opening of the motion to the vote of the general membership of the SOS Brigade.

Article Three: The Membership of Haruhi Suzumiya[]

Part One: Enrolling in North High School[]

Nations wishing to join the SOS Brigade must register at the SOS Brigade's forums and submit an application by filling out the form provided. Once their application is accepted, they will become a Student of North High School, at which point they are required to change their Alliance Affiliation to "SOS Brigade Hopeful". In the course of their enrollment at North High School, the SOS Brigade hopeful will study the core areas required to effectively manage their nation for the betterment of the SOS Brigade and for the betterment of their own people. Nations with greater than 10,000 Nation Strength are exempted from enrollment in North High School and may immediately become a full member of the alliance upon their application to the SOS Brigade being accepted.

Part Two: Graduating from North High School[]

At the conclusion of their studies, the SOS Brigade hopeful will sit the Graduation Examination for North High School, designed to make sure they have learned what is neccessary in their time at North High School. In order to achieve a pass in the Graduation Examination, a student of North High School must achieve the prescribed pass mark or higher in all sections of the paper. Failing the Graduation Examination will result in a three-day cooling-down period before the SOS Brigade hopeful may attempt to sit the Examination again. Once the Examination has been completed successfully, the SOS Brigade hopeful graduates from North High School and becomes a full member of the SOS Brigade, allowing them to change their Alliance Affiliation ingame to "SOS Brigade".

Part Three: Termination of Membership by the Member[]

If at any time a member of the SOS Brigade feels that they no longer wish to be a member of the SOS Brigade, that member must post a resignation thread on the SOS Brigade forums and must be cleared of all debts and duties to the alliance before leaving.

Part Four: Termination of Membership by the Brigade Staff[]

Any action by a member of the SOS Brigade deemed to be inappropriate and/or of a dangerous or illegal nature may result in the immediate expulsion of the member in question, at the discretion of the Brigade Chief and Ultra Director and the Senior Brigade Staff. Further punishment may be dealt, also at the discretion of the Brigade Chief and Ultra Director and the Senior Brigade Staff.

Article Four: The Foreign Relations of Haruhi Suzumiya[]

Part One: The Approval of Treaties of a Non-Military Nature[]

Any treaty or foreign agreement that does not contain articles mandating military support of any kind may be approved by a vote of the Brigade Chief and Ultra Director and the Senior Brigade Staff with a margin of at least 80% in favor of the treaty or agreement. If this margin is not achieved, the motion shall pass to a vote of the general membership of the SOS Brigade (provided that the motion is not vetoed by the Brigade Chief and Ultra Director). If a margin of greater than 50% of these votes are in favor of the treaty or agreement, such a treaty or agreement shall be considered approved by the SOS Brigade. In addition, the number of votes cast must be greater than half of the total membership of the SOS Brigade. Such a motion shall fail automatically if the required conditions for passage are not satisfied within one week of the opening of the motion to the vote of the general membership of the SOS Brigade.

Part Two: The Approval of Treaties of a Military Nature[]

Treaties and agreements that bind the SOS Brigade to military support may be approved by unanimous consent of the Brigade Chief and Ultra Director and the Senior Brigade Staff. If this is not achieved, the motion shall pass to a vote of the general membership of the SOS Brigade (provided that the motion is not vetoed by the Brigade Chief and Ultra Director). If a margin of 67% or greater of these votes are in favor of the treaty or agreement, such a treaty or agreement shall be considered approved by the SOS Brigade. In addition, the number of votes cast must be greater than half of the total membership of the SOS Brigade. Such a motion shall fail automatically if the required conditions for passage are not satisfied within one week of the opening of the motion to the vote of the general membership of the SOS Brigade.

Part Three: The Agency[]

The SOS Brigade shall maintain an active corps of diplomats, known as The Agency (機関, Kikan) tasked with maintaining ground-level foreign relations with other alliances. These Agents shall not have the power to make policy on behalf of the SOS Brigade, but shall be tasked with carrying out the SOS Brigade's foreign policy objectives in their communications with foreign alliances.

Article Five: The Warmaking of Haruhi Suzumiya[]

Part One: Wars of the Individual[]

No member of the SOS Brigade shall declare any offensive war, or engage in any offensive espionage action unless it has been so authorised by a member of the Senior Brigade Staff or the Brigade Chief and Ultra Director.

Part Two: Wars of the Alliance[]

A unanimous agreement of the Brigade Chief and Ultra Director and the Senior Brigade Staff is required to approve an aggressive Declaration of War on behalf of the SOS Brigade, except in the case where such a Declaration of War is mandated by a treaty held by the SOS Brigade, in which case only the approval of 60% or greater of the Brigade Chief and Ultra Director and the Senior Brigade Staff is required to issue a Declaration of War.

Article Six: The Alterations of Haruhi Suzumiya[]

Any member of the SOS Brigade in good standing may propose an amendment to this Charter, however in order for such an amendment to be made to this Charter, the motion must achieve the unanimous support of the Brigade Chief and Ultra Director and the Senior Brigade Staff, as well achieving a margin of greater than 50% in support of the amendment in a vote of the general membership. In addition, the number of votes cast must be greater than half of the total membership of the SOS Brigade. Such a motion shall fail automatically if the required conditions for passage are not satisfied within one week of the opening of the motion to the vote of the general membership of the SOS Brigade.
