A Pact Ally In Name Only or PAINO is another alliance with which your alliance has a pact, or treaty, 'on paper' but at least one of the following conditions exist: 1) The alliance to which you are tied to has become distant, or even hostile, towards your own; 2) The other alliance does not perform according to the terms of the pact or treaty when circumstances determine that they should (such as declaring neutrality in a war due to a treaty conflict).
