The Nuclear Proliferation League (NPL) is a reformation of Nuclear Proliferation League a lower-tier alliance on the Aqua sphere. They announced their return to the game on 12 April 2024.

I. Introduction[]

In the spirit of the Wasteland and renewal through the atom, the Nuclear Proliferation League (NPL) is a group of nations united in the quest for harnessing atomic power. Our bedrock principles remain Brotherhood and Loyalty; our cause is to stand strong together amid the irradiated ashes and forge a brighter tomorrow.


II. Activity Policy[]

Being an active citizen of the NPL is crucial. You must check both the NPL Discord and your nation at least once a week. If you must be away on a journey beyond the Glow, you must announce your absence on Discord, and you will be excused. Always remember: Real Life > CN.


III. Admissions to NPL[]

Any Ruler who seeks the light of the Atom may request entry by meeting these requirements:

  1. Must not be engaged in an offensive war.
  2. Must not be on any Zero Infrastructure lists.
  3. Must provide the following information:
    • Ruler name:
    • Nation name:
    • Nation link:
    • Previous alliances: If any, list them; otherwise, say “none.”
    • Held positions in those alliances: If none, say “no.” If you had no previous alliances, say “N/A.”
    • Why you left those alliances:
    • Why you want to join NPL:
    • Who recruited you? If no one, explain how you found us:

By applying to NPL, you affirm:

  1. All acts of war—including spy operations—must be authorized by the Nuclear Council or designated War/Defense officials.
  2. All members must uphold NPL’s rules, including those in this charter.
  3. You will be protected by and, in turn, protect your fellow members.
  4. No member shall perform actions that knowingly harm the alliance, such as spying on or poaching other members.
  5. Every member must be prepared to fight or aid allies when called upon.
  6. NPL is an Aqua team alliance. All members are expected to switch to Aqua unless they are in a trade circle on another color. If you are in such a circle, notify us in your application.

By signing, you pledge:

“I, [Ruler Name], promise to follow all rules and regulations decreed by the Government of the Nuclear Proliferation League, especially those stated above.”


IV. Government[]

Article I. The Atom[]

The Atom serves as the central guiding light of the NPL. This position is held for the alliance’s lifetime, unless resigned or removed according to this charter. The Atom can:

  • Establish alliance policy.
  • Sign Optional treaties.
  • Declare war on an alliance pursuant to any binding treaty.
  • Expel members other than the Warheads.
  • Appoint individuals to the Nuclear Council.

The Atom also holds veto power over the Warheads on internal matters when necessary. Upon resigning, The Atom must select a replacement and have it ratified by the Warheads.

Article IA. Removal of The Atom[]

The Atom may be removed from office by a unanimous decision among the Warheads.


Article II. The Warheads[]

Collectively, the Warheads stand on equal footing with The Atom and share responsibility for guiding the alliance through the Wasteland. They:

  • May sign Optional Treaties.
  • May declare war on an alliance pursuant to a Mutual treaty.
  • Create internal alliance policy.

Decisions among the Warheads are made by a 2/3 consensus unless otherwise specified. With a unanimous (3/3) vote, the Warheads may veto The Atom’s internal actions.

Article IIA. The Warheads – Individual Authority[]

Individually, each Warhead may:

  • Appoint individuals (Deputies) to areas of oversight.
  • Manage and run the departments under their guidance.
  • Expel members (except other Warheads) or make emergency decisions at their discretion.

If a Warhead resigns, they must select a suitable replacement, subject to The Atom’s approval. A Warhead may be removed from office by a unanimous (3/3) vote of the other Warheads plus The Atom. In the event of a Triumvir not casting a vote on any matter, within 72 hours of the time that matter was brought to vote, and if a good faith effort has been made to contact them, their vote may be delegated to to the first non-Triumvir or Atom member of the nuclear council; if the same requirements are met for The Atom who has not voted, The Atom's vote will be split between the non-Triumvir members of the Nuclear Council, deciding by simple majority.


Article III. Joint Decisions of The Atom and The Warheads[]

  • Declaration of War (Optional Treaties): Requires consensus between The Atom and at least 2/3 of the Warheads.
  • Entering Mutual-Level Treaties: Also requires consensus between The Atom and at least 2/3 of the Warheads.

A “consensus” here means agreement by The Atom plus at least two out of the three Warheads.


Article IV. The Nuclear Council[]

The Nuclear Council is the executive body of the alliance, comprising The Atom, all Warheads, and any appointees chosen by The Atom. They are empowered to:

  • Negotiate on behalf of the alliance.
  • Expel non–Nuclear Council members.
  • Oversee the general management of the alliance, its members, and its policies.
  • Cast a vote on behalf of The Atom or a Triumvir should the need arise.

Only The Atom may appoint someone to the Nuclear Council, but both The Atom and the Warheads may remove them.


Article VI. Deputies[]

Deputies may be appointed by either a Triumvir or The Atom for the purpose of working on specific tasks, and have no specifically designated additional authority regarding alliance policy, but should generally speaking be seen as mentors to newer members.

V. Tech Raiding Policy[]

  • Definition: A tech raid is any attack on an unaligned nation (defined as one on the “NONE” AA or on an unprotected AA of seven or fewer members) for the raider’s or alliance’s gain.
  • Authorization: NPL members may only tech raid targets assigned or approved by the NPL Government (i.e., The Atom, the Warheads, or authorized Deputies).
  • Attacking Aligned Nations: Any member who strikes an aligned nation without a formal state of war or special exemption is considered to have forfeited membership.
  • Penalties: Violating NPL raiding rules may result in expulsion or forcible removal from the alliance affiliation.

VI. Discord & In-Game Ranks[]

  1. Discord Ownership & Permissions
    • Owner: The Atom holds the Owner role on the official NPL Discord server.
    • Administrator: The Nuclear Council and Warheads each hold Administrator permissions on the NPL Discord.
    • Members & Deputies: All other alliance members have standard or assigned roles but do not hold Administrator privileges.
    • Any changes to Administrator or Owner privileges must be approved by The Atom.
  2. In-Game Ranks
    • Leader: The Atom holds the in-game rank of Leader.
    • Heir: The Nuclear Council and Warheads each hold the in-game rank of Heir.
    • Member: All other alliance participants hold the in-game rank of Member.

These protocols ensure that alliance leadership retains full oversight of both the NPL’s internal communications and its in-game organization, preserving efficiency and security across all platforms.
