Nations Empowered Against Totalitarianism (NEAT) is an Pink alliance, but members are allowed to choose any color. It was founded by Burn1Love in order to provide a safe-haven in Digiterra free from tech raiders and free from corruption and oppression, which were found in many other alliance governments. Its forums are maintained at http://z8.invisionfree.com/NEAT/. NEAT is currently in its second incarnation. Many of its members merged into Blackwater after the LoFN War. Later, many core members regrouped and set out to revive their alliance.

NEAT is now a strong, close community of nations who focus on economic growth and building relations with other peaceful alliances. NEAT practices Direct-Democracy and there are no official political leaders within the alliance. Rather, it is a collection of nations who govern based on reason and understanding.

The NEAT Idea[]

Nations Empowered Against Totalitarianism lacks a traditional, codified charter. In its place is the NEAT Idea (or the NEAT Statement), a guiding set of principles that all members agree to take to heart and helps guide matters of alliance policy. It reads:

"Civilization can only revive when there shall come into being in a number of individuals a new tone of mind, independent from the prevalent one among the crowds and in opposition to it; a tone of mind which will gradually win influence over the collective one, and in the end determine it's character. Only an ethical movement can rescue us from barbarism, and the ethical comes only into existence in individuals." - Albert Schweitzer

Nations Empowered Against Totalitarianism (NEAT) is a collection of independent nations brought together for the purpose of peace, progress and the pursuit of a more just and ethical Digiterra. We in NEAT recognize the sovereign rights of every nation to be able to move freely and grow their nation in peace so long as they are causing no harm around them. Within our own alliance we recognize the equality of all our members. We secure this equality through the practice of direct-democracy. Each nation has an equal vote and is allowed to rise and fall on its own merits. No nation will be found insignificant to another while participating in our community.

In our pursuit of a more ethical Digiterra we will provide a new way of thinking, demonstrate a new example of economic growth and security, and we will reach out to those who are abused in order to provide a safe haven for all nations who wish to peacefully enjoy Digiterra.

Lastly, we in NEAT value these three principles among our members: Honesty, Understanding, and Passion. With those traits we will grow strong as one and if or when we are faced with danger, we will prevail as one and in the light of justice.

Nations Empowered Against Totalitarianism

Government[]

NEAT is a direct-democracy whose governing body is comprised of the General Assembly. The General Assembly consists of all nations fully integrated into NEAT who hold voting rights. All members of NEAT are encouraged to participate in the proposition and discussion of new legislation. Majority passage of the proposition becomes alliance law, internally referred to as an "Agreement" which all NEAT members are expected to abide by. Official legislative votes are conducted on the alliance forums, last a minimum of three days, and require a 65% majority to pass.

Admission Procedures[]

Admission into Nations Empowered Against Totalitarianism requires an Oath of Admission from the applicant which reads as follows:

"I, (enter nations name), hereby pledge to become a Nation Empowered Against Totalitarianism. I pledge to be an active nation while in the alliance and to inform the alliance in times I can not be active. I pledge to support the alliance either by recruiting, aiding financially, participating in the military or any other roles including organizing tech deals or trades. I promise to uphold the NEAT Statement and participate in the NEAT Government. I also pledge to sacrifice my nation for my fellow brothers and to never leave any nation standing alone. Together we will build a greater and more just Digiterra."

Unsponsored Applicants[]

Any nation wishing to become part of NEAT must apply on the alliance forum and change their Alliance Affiliation (AA) to "Nations Empowered Against Totalitarianism". They are then considered a member for 30 days. At this point the General Assembly (GA) is to vote on the issue of their acceptance into the alliance. The GA must reach a simple majority of at least 51% to approve that the new member should become a GA Member. The vote must last a minimum of three days.

All GA members are allowed to sponsor only one nation at a time. Once that a nation is sponsored they may change their Alliance Affiliation (AA) to "Nations Empowered Against Totalitarianism". They then become a temporary NEAT GA member, which they remain for 7 days. After this 7 days a vote is held for 48 hours in which 33% confirmation must be attained for acceptance as a permanent GA member. All sponsored nations are bound to the Agreements of NEAT and are given GA membership status, except for the ability to sponsor new nations for the first 30 days of being a GA member.

War Policy[]

NEAT has three Agreements that govern alliance war policy.

Governing Military Action and the Use of Nuclear Weapons[]

NEAT members (and the alliance as a whole) will only engage in war for two reasons:

(1) Self-defense

(2) Defense of Treaty Partners

Self Defense - In cases that a NEAT member is tech raided or attacked for any reason, they retain the right to immediately conduct any counter-attacks on the aggressor. In such situations it is the right of any fellow NEAT member to immediately fill the 3 war slots on the Aggressor; however, no immediate attack should be made (unless the aggressor decides to assault their nation first). 24 hours will be given to the nation to declare peace and pay reparations. If that is not done, the fellow NEAT nations may begin assaults. No attacks shall be made on the aggressors alliance.

Defense of Treaty Partners - NEAT considers all MDP's seriously. In any case that an ally is declared on which we have a MDP with, and they request our help, we will immediately give all assistance. Be it military, financial or strategic.

All NEAT members have the right to defend their nation; however, when it comes to the use of nuclear weapons, the alliance must hold a 24 hour vote which discusses the use of nuclear weapons. A 50% majority is needed in that time period for nukes to be allowed. In cases of defending an ally, their nuclear policy is adopted.

Governing Offensive Treaties[]

As a defensive alliance NEAT refuses to sign treaties with Aggression clauses. This includes but is not limited to MDoAP's. NEAT also takes its defensive treaties very seriously and will do all in its power to uphold the NEAT Idea while discussing the forming of treaties. NEAT will only sign MDoAP's with other alliances that do not allow "tech raiding."

Governing National Responsibility in Time of War[]

NEAT members are a "collection of independent nations brought together for the purpose of peace", and as a result, if NEAT or its allies are forced to defend against the unjust, and this mutually agreed upon by the members, the nations of NEAT must all be willing to contribute to the mutual defense of its allied nations, whether it be by financial or military contributions. If NEAT's allies ask us not to become involved, NEAT will respect the wishes of our allies.
