System in which the government takes an extreme socialistic stance towards those citizens of the nation, while demonstrating the complete opposite to all those not considered to be citizens. Citizenship within this form of government is denoted by a persons heritage, lineage and Eugenic back ground, rather than through the place of the individual's birth.
