Charter

Article I: Membership/Admission

A. Entry into the Majestic Order of Orange Nations

• i) In becoming a member of the Majestic Order of Orange Nations, all members must register on the off site forum.
• ii) All MOON members must take the following oath, by posting the oath in its entirety, in the registration area:
  

I, <Ruler Name> of <Nation Name>, do hereby swear to uphold the Majestic Order of Orange Nations Charter. I will obey the Nobel Order and be respectful to my fellow members. I swear that I will not make any public statements regarding MOON policy unless I have been cleared by a government official. I will strive to show MOON in a positive light in all aspects of the game. I will maintain loyalty to MOON and not join any other alliances. I will not initiate hostilities against another nation unless instructed to do so by a government official. I understand that if I surrender in times of war that I will be ejected from MOON and will not be re-admitted under any circumstances.

• iii) The Noble Order reserve the right to deny any member entrance to the MOON.

iv) All MOON members are required to have their nation's alliance affiliation set to MOON, and their team set to Orange.

Article II: Government Organization

A. The General Assembly

• i) All Nations of the Majestic Order of Orange Nations will automatically have seat in the general assembly.
• ii) All members in good standing will have 1 vote in GA voting periods unless otherwise specified.

B. The Nobel Order of Monarchs

The Noble Order will be compromised of:

• Monarch of War
• Monarch of Foreign Affairs
• Monarch of Internal Relations
• Monarch of Membership
• Monarch of Economics.

The Noble Order will be the voice, the power and the leaders of the Majestic Order of Orange Nations. They will be in charge of the day to day activities of the alliance as well as direct and guide the membership. Each Monarch is allowed to appoint deputies and assistants pertaining to their particular field when needed. The Noble Order has the final say in any and all matters pertaining to the alliance.

1. Monarch of War

• i) The Monarch of War is the head of the MOON military
• ii) The Monarch of War shall make important decisions regarding the implementation of the military and its uses
• iii) The Monarch of War shall in time of war formalize a strategy to implement to combat what is necessary
• iv) The Monarch of War will, if necessary, through force of arms protect the alliance from individual threats (nations) by any means possible but cannot declare war on an alliance.
• v) The Monarch of War will have the authority to expel members of MOON who start offensive wars with out proper authorization.
  

2. Monarch of Economics

• i) The Monarch of Economics will be in charge of all financial matters concerning MOON as a whole and its programs.
• ii) The Monarch of Economics will formulate a plan to direct money and resources for the betterment of the MOON and implement it's strategy to the fullest of their ability.
• iii) The Monarch of Economics will review all program aid requests as well as financial program sanctions and accept or deny them based on their judgment and financial plans
• iv) In times of war the Monarch of Economics will work closely with the Monarch of War to direct funds and resources from medics and banks to soldiers
  

3. Monarch of Membership

• i) The Monarch of Membership and their team will be responsible for accepting and denying members into MOON
• ii) The Monarch of Membership will work closely with the other ministers in implementing a strategy to keep MOON membership active
• iii) The Monarch of Membership will, with their team, do in-game background checks, keep an updated membership list and answer all questions pertaining to the legitimacy of MOON membership
• iv) The Monarch of Membership shall be the head of the recruitment department and will implement a strategy to recruit members and grow MOON membership wise.
  

4. Monarch of Foreign Affairs

• i) The Monarch of Foreign Affairs will handle matters that pertain to other alliances.
• ii) The Monarch of Foreign Affairs will be in charge of appointing ambassadors and liazons to alliances that need one.
• iii) The Monarch of Foreign Affairs will present treaties to the Noble Order and reccomend a course of action on each.
• iv) The Monarch of Foreign Affairs will inquire as to the direction of MOON and its foreign relations and will implement a strategy to reach its goals.
  

5. Monarch of Internal Relations

• i) The Monarch of Internal Relations will be the official liazon between the GA and the Noble Order
• ii) The Monarch of Internal Relations will make bi weekly reports of the Noble Orders activities and the direction of the alliance as a whole and present them to the GA.
• iii) The Monarch of Internal Relations will when necessary serve as an investigator for the Noble Order in issues that pertain to impeachment, expulsion and censorship.
• iv) The Monarch of Internal Relations will head all departments and services of MOON that do not fall under the purview of the other Monarchs.
  

C. Terms of The Noble Order of Monarchs

• i) The Appointment of a Monarch will be a lifetime appointment. The term of a Monarch will end in 1 of 2 ways:
  • a. The Monarch Resigns
  • b. The Monarch is impeached by a 4/5 vote of the Noble Order of Monarchs or by 75% of the GA
• ii) Monarchs are allowed to switch positions, if all monarchs involved in the switch agree to it.
• iii) The vacancy of a Monarch will be filled by an appointment made by the remaining Monarchs. The appointment must gain a majority vote of those who remain in the Noble Order.
• iv) If at any time the G.A. feels that a Monarch is not working up to par per their assignment a G.A. member may petition to remove said Monarch. If the petition goes through then a G.A. vote will commence which will take a 75% to impeach said Monarch.
• v) If a Monarch vacates their position for a time they may still be appointed to a Monarch position (including the one that has just been vacated) at a later date.
  
  

Article III: Amendments and Acts

A. Passing of Legislature

• i) Legislation - 3/5 Monarch approval
• ii) Amendments to the Charter - 3/5 Monarch Approval and GA approval
• iii) Impeachment of Monarch - 4/5 Monarch Approval
• iv) War on a member of alliance - 4/5 Monarch Approval
• v) Small Inter-Alliance Proposals - Nap's, ToA's, PIAT's, and ODP's - 3/5 Monarch Approval
• v) Large Inter-Alliance Proposals - MDP's and MADP's - 3/5 Ministry Approval and GA Approval
• vi)Not honoring an MDP - 4/5 Monarch approval. vote must be completed with in 24 hrs of the request to activate the MDP. If the vote does not pass the MDP will be automatically activated
• vii) Defensive War Declarations against another alliance (If 2 or more members of another alliance attack members of our alliance) - 3/5 Monarch Approval
• viii) Offensive War Declarations (Pre-Emptive Strike) - 4/5 Monarch Approval and GA Approval
• ix) Disbandment - 5/5 Monarch approval
• x) Censure - 3/5 vote
• xi) Expulsion- 3/5 vote
  

B. GA Votes

• i) If the vote requires a general assembly approval, it shall be placed before the MOON General Assembly for a vote in the designated voting forum (Not a Poll). All MOON members will have one vote each except for the Noble Order. The vote will be open for 48 hours after which the votes will be counted. To be approved 2/3 or 66% of all nations who voted must approve of the action unless otherwise specified.
  
  

Article IV: Reparations

Any MOON members who feels a Monarch or GA member are not conducting themselves according to the MOON standards of membership they may call for censure. impeachment, or expulsion of that member by contacting the Monarch of Internal Affairs.

A. Impeachment

• i) Impeachment shall include removal from office.
• ii) Grounds for impeachment:
  • a. Failure to abide by the Membership Oath.
  • b. Unauthorized conduct
  • c. Conduct unbecoming of a government official
  • d. Inactivity - More then 14 days with no forum activity
    • e. others

B. Censure

• i) Censure shall include:
  • a. limited forum access, to be decided on by the Noble Order
  • b. Not eligible to hold any position in MOON
  • c. Not eligible to vote in any GA votes
• ii) Censure should be used when the misconduct warrants a punishment but not severe enough for impeachment or expulsion.

C. Fines

• i) The Noble Order can issue fines at their discussion for violations of the charter or conduct unbecoming a MOON member.
• ii)Failure to pay a fine will lead to expulsion and military action against the nation the fine was placed on

D. Expulsion

• i) Expulsion is the removal of a member of MOON from the alliance
• ii) Expulsion is to be used in cases of sever misconduct and violations of the charter
