History[]

The Madlads Union was Founded on October 20th, 2023 from members of the Union of Communist Republics.

Pre-Founding[]

One month before the Madlads Union was established, its founding members belonged to the UCR. After the War of the Communists & Wolves, there were demands for the Premier (serving for life) to resign. A vote of no-confidence was successfully passed, leading to upcoming elections. The ensuing election crisis split the AA directly down the middle. Displeased with both the UCR Government's handling of the situation and the election outcome, the initial five members broke away to form the MU on the very same day.

2023[]

Starting October 20, the Union initiated contact with Post Grunge Supergroup and successfully negotiated a Protective Treaty, solidifying its legitimacy. By October 21, AkkenNovikov was appointed as "Acting Chief Executive," granting him temporary authority to establish a functional government. Over the subsequent days, additional members migrated from UCR, leading to deliberations on governance and the constitution. The initial draft of the constitution was ratified on October 24, and elections commenced the following day. Within 48 hours, the new government took shape, with AkkenNovikov elected as "Chief Executive of External Affairs," Sauce as "Chief Executive of Defense/IA," and Mobius as "Chief Executive of Econ."

With these foundational elements established, the membership focused on refining the constitution further. With assistance from Gym of GATO, a revised version was approved on November 2nd.

Membership
Article I, Section I
Applications
  • To Join the Madlads Union (MU), an applicant must:
  • Change their in-game Alliance Affiliation to “Madlads Union.”
  • Change their team color to Brown.
  • Join the Madlad Union’s Discord.
  • Not be on any alliance's target list(s).
  • Not be in a state of war with any nation.
  • All applications to the MU (Madlads Union) will be handled by a Chief Executive (or their designee) who may accept, reject, or refer any applications.
Article I, Section II
Membership Rights
  • A. Member nations may govern their nations as they please within alliance regulations; they must come to the aid of a fellow member nation under attack, uphold the core values of the Union, and exist on the Brown sphere.
  • B. All member nations of the Union have a right to a fair trial of their peers if they commit a crime against the alliance.
  • C. Member nations of the Union are not to be discriminated against regardless of age, sex, physical or emotional disability, height, weight, sexual orientation, or race.
  • D. Member nations of the Union have the right to free and open discussion, protest, and petition as long as it conforms to forum rules and does not contain derogatory or otherwise offensive or violence-orientated material.
  • E. Member nations have the right to resign after a notice of resignation is given 24 hours before actually departing from the alliance. In which case, the said nation must remove their alliance tags within 24 hours, or equivalent to server update to protect the alliance and its members. Failure to do so may result in military repercussions.


Article I, Section III
Expulsion
  • Any member may be expelled or otherwise punished, upon trial and conviction, for reasons including, but not limited to:
  • Declarations of war on a MU member or ally.
  • Unauthorized declarations of war on any nation
  • Membership in another alliance
  • Forwarding information to other alliances
  • Disobeying a lawful order of a superior
  • Desertion in war
  • Unjust behavior towards others in the Union, being antagonistic/hostile towards other members that crosses ‘reasonable’ boundaries
  • More than 25 days of Inactivity. Within the first 30 days of joining. (Discord)
  • More than 60 days of inactivity after 30 day period. (Discord)
Article II
Government
Article I, Section I
Chief Executives (Triumvirate)
  • The Three Chief Executives are in charge of the running of the Union. They are to ensure the smooth running of the alliance and generally decide the policy that the Union follows.
  • The Chief Executive of Econ (CEE) shall oversee the general workings of the Economy (Trade Circles, Tech deals, and direction of aid and economic programs) and work with the Chief Executive of External Affairs in matters of Economy outside the AA.
  • The Chief Executive of Defense (CED) shall oversee the overall Defense of the Alliance. In times of peace, approving targets of raiding working with CEE on matters of war chests. During times of war, choosing targets for members and general strategies for membership and with allies. Etc. CED also has the authority to defend the AA at home and, therefore, is in charge of Internal Affairs operations. Chief Executive of Defense/IA may immediately expel any Member without trial: If the Member acts in a manner that threatens the security of the Alliance during war or peace time and if said actions result in war or significant damage to MU’s Foreign Affairs.
  • The Chief Executive of External Affairs (CEEA) shall oversee the External Affairs of the Alliance and serve as head. The CEEA has the ability to declare war (With 2/3s approval of the other Chief Executives), propose and accept treaties with other alliances (With 2/3s approval of other chiefs.) The CEEA shall post relevant Treaties and subjects to the Cyber Nations Forums.
  • CEEA will hold in-game Ruler title
  • CEE and CED will hold in-game Heir title
  • All Chiefs hold the right to step down/surrender their position for any reason
  • In-game titles MUST be surrendered within 24 hours of leaving office.
Article I, Section I, Subsection B. Vacancy
An elected office shall be considered vacant after the following. After that, the official may be replaced.
  • A. The Official has not notified the Alliance for Seven or more consecutive days of absence.
  • B. Has not posted in Discord for more than Ten consecutive days.
  • C. Membership has attempted and failed to establish communication with officials.
Article I, Section I, Subsection C. Limits
  • A. The Chief Executives shall have a term limit of 2 years; after such time, a 4-month break must be taken before they can serve as an Executive again unless no other candidates are available or chosen.
  • B. The Chief Executives are elected by the general membership majority vote.
  • C. Decision to declare war/surrender/peace, Approve treaties, and to solve disputes if called by another Executive; these votes shall be made Public, and votes must be 2/3s majority.
Article II, Section I
Vote of No Confidence
A vote of No Confidence is the process by which a government member is removed from their position by a Chief Executive vote or by a General Membership vote.
  • A. A motion for a Vote of No Confidence must be submitted with the names of at least three supporters and the reason for the vote.
  • B. The governmental duties, privileges, and powers of a government member subject to a Vote of No Confidence shall be suspended until the conclusion of a vote of No Confidence.
  • C. VoNC by Executives to remove another Executive must be made public and done by 2/3 ‘s vote by the other Executives.
Article III
Assistant Ministers
An Executive tasks the Assistant Ministers to assist in the running of their department. These ministers have limited power gifted to them by their superiors.
  • A. These Assistants are limited to 2 per department.
  • B. A Chief appoints the Ministers and can be removed without warning or cause.


Article IV
Military and War
Article IV, Section I
General Military Code
  • A. No member of the Union shall engage in any aggressive attacks or spy missions that are not explicitly authorized by the Chief Executive of Defense.
  • B. Members must follow military orders issued by the Chief Executive of Defense or military staff.
  • C. During times of war, leaving the Union, surrendering, or keeping one’s nation in peace mode by individual members without authorization shall be considered desertion and will be punished.
  • D. Tech Raiding is allowed, but only if targets are approved by the CED.
  • E. The Chief Executive of Econ and External Affairs and the must approve any aid to foreign nations at war.
  • F. Nuclear weapons shall not be used unless authorized by the Chief Executive of Defense or the Chief Executive of External Affairs unless a nation has been attacked first by nuclear weapons.
Article IV, Section II
Alliance Warfare
  • A. The Madlads Union shall commit to war in its own defense and of the defense of its allies, real or perceived. The MU can commit to wars of aggression if bound by an agreement/ treaty or if a threat is imminent.
  • B. In the event of such acts of violence, the Chief Executive of External Affairs, or in his absence, the Chief Executive of Defense, shall move for a declaration of war by presenting all necessary reasoning and recorded events to the other Executives. Upon appropriate review, the three Chiefs will vote on the appropriate action in public.
Article V, Section I
Martial Law
The Chief Executives are given unrestricted control of the alliance, with the only exception being the constitution cannot be changed only suspended for one week.
  • A. Martial Law can be declared when the ability to maintain order and security and provide essential services is compromised.
  • B. The Chief Executives need no approval to end Martial Law.
Article III, Section IV
Trial and Punishment
  • A. Any nation found breaking the constitution and/or engaging in inappropriate or disruptive conduct shall be tried by the Chief Executive of Defense or an approved appointed Minister.
  • B. The Trial shall be presented fairly, with the accused being allowed to defend themselves.
  • C. To preserve the MU and the accused’s inherent rights, no accused nation shall ever be compelled to plead guilty.
  • D. During the next 72 hours, anyone is allowed to present evidence related to the trial at hand, and a discussion shall take place concerning the case.
  • E. At the end of the discussion, a vote takes place for 24 hours, with a simple majority vote being required to determine whether the person on trial is guilty, along with the appropriate punishment for his/her actions.
  • F. Member nations have the right of appeal should they be tried and convicted.
  • G. In the case of appeal, the trial shall follow similar procedures as those outlined above.
  • H. Member nations also have the right to appeal should new evidence come to light that can prove their innocence; evidence presented in the original trial will be reviewed in the appeal.
Article VI
Amendments and Disbandment
Article VI, Section I
Amendment
  • A. Any member of the Union may propose amendments to the Charter.
  • B. Deliberations must be held for at least 48 hours and must be agreed upon by one Chief before moving to a vote.
  • C. A majority vote of the member nations is required to ratify amendments to the charter.
Article VI, Section II
Disbandment
To disband the Union, a majority vote of the member nations is required.
Article VII, Section 1 Discord rules.
The Madlads Union maintains a discord server for its daily functions and usage therefore the rules below apply:
  • A. All members are required to use discord for alliance communications.
  • B. All members agree that sharing of screenshots or logs with enemies or other institutions is forbidden.
  • C. Discord admins/members are not to give themselves additional masks or roles to access sections they are not authorized to use, or utilize powers they are not authorized to have.
  • D. Simple moderation of discord shall be done by the Chief Executives or by an appointed moderator. Crimes committed should be handled by the appropriate department and protocols.
Article VIII, Section I, Medals and rewards (Merits)
  • A. Medals and rewards are to given out by the Chief Executives.
  • B. Medals and rewards must be appropriate to department and actions done.
  • C. No member can reward oneself with a self appointed medal or reward.
  • D. Some medals can be given out by membership for recognition.
  • E. Medals can be awarded to other foreign alliance members upon recommendation of a Chief.
Amendments,
Article 1, Section 1, Non-Chief Executive Voting.
  • A. Participating in voting is a right of any member of the MU.
  • B. Members that have joined after 11/20/2023 must wait 30 days after being accepted as a member to participate in Voting.
  • C. All Members can vote once per vote.
  • D. All non-Chief Executive Votes are “simple majority” votes where the majority of those who voted win.
  • E. Voting to change the Alliance’s Structure and/or constitution must be deliberated by the General Membership for at least 72 hours and seconded by at least one Chief Executive before voting.
  • F. Deliberations can be extended or shut down by any Chief Executive if the conversation isn't concluded in the time allotted, becomes unruly, or if deliberations become derailed.
  • G. Alliance announcements on Discord and in-game must be made for deliberations and voting in order for the Election to be considered valid. It is mandatory for the Chief Executive Defense/IA or their designee to make this announcement.
  • H. The Chief Executives may not vote on any Votes except to break a tie.
  • I. Votes ending in Ties are defeated
Article 1 Section 2, Elections
  • A. Participating in Elections is a right of any member of the MU.
  • B. Members who have joined after 11/20/2023 must wait 30 days after being accepted as a member to participate in Elections.
  • C. Nominations begin no less than 24 hours after a Chief Executive term is up, steps down, or is otherwise removed from office.
  • D. Nominations last 72 hours. Only members who have been in MU for more than 30 days or haven’t been disqualified for any other reason can be nominated.
  • E. All qualified Members can only vote for one candidate per Election.
  • F. Alliance announcements on Discord and in-game must be made for deliberations and voting in order for the Election to be considered valid. It is mandatory for the Chief Executive Defense/IA or their designee to make this announcement.
  • G. Voting must start within 24 hours of the Nomination period ends.
  • H. The Chief Executives may not vote on any Elections except to break a tie.
  • I. Candidates running unopposed must run against Candidate “Bucket.”
  • J. If Bucket wins, a new candidate must be nominated to run. The losing candidate is disqualified from running for the next cycle.
  • K. Elections end 48 hours or when all qualified members have voted.
  • L. If the elections end with no clear winner (Tie Vote), both candidates lose and are disqualified from running again in the following cycle.
