The First Republic was to date, the longest lasting Republic of [[Grand Besaid]], it was the Republic that succeeded the Direct Democractic government of Grand Besaid. Today it stands as a lesson for all of [[Grand Besaid]]

There were three Legislative Houses, the National Council, the Senate, and the House of Representatives. A bill can pass through the legislature one of two ways. The first way is it could of gotten a majority vote in each house. The second way is that it could of got a 2/3rds vote in two houses. The House of the Chancellors could have, by majority vote, vetoed bills of the Legislature. The Legislature could have then overturned the veto by two ways: a 3/5ths vote in all three houses, or a 3/4ths vote in two houses. The House of the chancellors could then by a 2/3rds vote, veto their override. The Legislature could then override a veto on an override through one of two ways. First, it could get a 2/3rds vote in all three houses, or second, it could get a 4/5ths vote in two houses, and a majority in the other.
 
 
It was generally accepted that the National Council was the upper house, followed by the Senate as the middle house, followed by the House of Representatives as the lower house. However, this generally accepted policy was merely based off terms, districts, and seats through precedent, rather then by being labeled within Grand Besaid's old constitution.

The House of Representatives consisted of varying amounts of members, but was never below 350 members. Each Representative was elected by small districts based on population for terms of two years. District's populations could have been no more than 1/1000th of a percent different from each other. This house’s focus was quick response to the people’s will.

The Senate consisted of varying amounts of members, two from each regional state or providence. The exceptions being the national Senator, the territorial Senator, and the Capital Senator. The territories of Besaid merely got on Senator collectively, they got only one vote. The National Senator was elected by the nation and had three votes that they could split up as they desired. The Capital Senator was elected by the Capital Region and had two votes (one representative, two votes; as opposed to two representatives, one vote like the states). Half of the Senators were appointed by their state’s Legislature, and Half were elected by the populace of their state. Senatorial terms were four years. This house’s focus was the will and well being of their states.

The National Council consisted of 150 members, elected by the entire nation for three year terms, with 50 being elected each year. This council was headed by the Miscellaneous Chancellor, who may in instances of ties, cast a tie breaking vote. This house’s focus was the well being of the nation as a whole.

The final Senator was elected by the entire nation as a whole, this senator was known as the national senator. The national Senator presided over the Senate. Elections took place every three years in which all senators were elected.

The Ministerial Council consisted of 19 members; it used to consist of 17 members before being increased to 19 a few years before the Second Republic ended. It's members were elected by the whole nation for terms of four years, with 5 members being elected each year, with the exception of every fourth year. In every fourth year, only 4 members were elected.

It also acted as the upper house for certain pieces of legislation so as to assist in keeping a check on Senatorial Powers. Such legislation in which the Ministerial Council became the upper house included bills on the declarations of war, the appropriation of funds, and laws on immigration. The Ministerial Council also acted as the Cabinet to the High Council. More so, it was also the Head of the bureaucracies, with each Minister being the Head of their corresponding bureaucracy; and the whole council exercised certain powers.

Plans were underway to replace the partial voting of the Ministerial Council and Advisory Committee as the upper house of the Legislature with a full fledged house. The Council of the Elders would have consisted of 37 members. Each would have been elected by the populace of a district. The entire nation would ahve been broken into 20 districts which would have been equal in population to the nearest thousandth of a percent. The next 11 Council Elders would have been elected by the populace of each of the five states and the Capital, with each state getting two Elder Representatives and the Capital getting one. The state deemed to have highest population by the last official census would have gotten an additional Elder Representative, the Capital could have been included in this. The state (including the Capital) which would have been deemed by the Senate to have the most problems would have recieved another Elder Representative. One Elder Representative would have been elected by the territories of Grand Besaid, should Grand Besaid have had no territories, then this Representative would have been elected by the nation as a whole. The final three Elder Representatives would have been prescribed to be elected by the nation as a whole. Members were to be elected for terms of seven years. The entire council was to be elected at the same time.

There were three committees in the House of Censors: the committee on government accountability, the committee on investigations and impeachments, and the committee of law and constitutional duties. Each state recieved a single member on each committee; members chose their committee, with the most senior censor from a state choosing first, and the second most senior censor from a state choosing second, the least senior censor from a state became a member of the remaining committee. The most senior member of each committee was its chairperson.
Committees would have been banned in the Council of the Elders, though Special meetings to discuss matters in which the entire Council was invited to participate were going to be fine, and encouraged.
