The Democratic Open Community (DOC) was a neutral, multi-colored alliance, which was founded by Tamurin on Wednesday, the 3rd of June, 2009, dissolved on November 30, 2009.

DOC's mission was to promote direct-democracy within Cybernations. DOC acknowledged that dictatorships and semi-dictatorships were dominant within the game and also acknowledged that it was far easier to maintain an alliance with such a structures. However, DOC did not accept the opinion that a direct-democracy neither impossible nor automatically equaled "endless talking, no decisions and weakness". While DOC eventually perished due to inactivity, the principles of transparency and direct democracy were never a problem regarding the flexibility and capability to survive of the alliance.

Shortly after it's conception, DOC achieved a protectorate status, under the umbrella of The Foreign Division, an honourable blue team alliance .

Demographics[]
DOC started with just one member and reached its current peak in August when about 50 members were part of the alliance. After that, DOC continued to lose members. When a large portion of the active members left in September, they created a void that could not be filled. Since new members did not participate within the alliance as needed, the remaining DOC-government decided to dissolve the alliance.
DOC was actively recruiting new members and open to everyone who's interested in participating in a direct democratic community.

- Military
DOC was a nuclear power with more than 50 nuclear warheads at its disposal. It's total strength was concentrated on the top 20 members and therefore not that dependend on numbers.
- Economy
DOC maintained economic cooperation treaties with TFD and NEAT to benefit both sides.
- Education
DOC offered education- and mentoring courses. Also, senior members could advise new players on how the game and the alliance work.
- Culture
DOC had an open culture of information sharing and member participation that we are proud of.
