The Constitution of the Republic of Sovereign States, also known as the Constitution of the Republic and to its members as simply The Constitution, is the supreme law of the Republic of Sovereign States. It is the foundational and governing set of rules, policies, and duties, of the Republic of Sovereign States and its federal government. It also stipulates the rights and privileges of members of the RSS through the inclusion of the Rights of Sentience.

Preamble[]
We, the collected membership of the Republic of Sovereign States, united under a common purpose to ensure freedom, equality, brotherhood, and unity under the principles of merit, justice, peace, and representation, do establish this Republic for the provision of protection during conflict, assistance when in need, and haven during peace. Let this Constitution of the Republic of Sovereign States, bind us to these founding ideals so long as the Republic stands.
Article I: Admission into the Republic and Rights of Sentience[]
A. All nations who are willing to subscribe to membership in the RSS are obligated to uphold, protect, and defend Constitution of the RSS in times of Peace and in times of War.
B. Upon meeting the following criteria, nations may be accepted into the RSS:
- 1. The nation is currently neither a legitimate nor an illegitimate (ghost) member of another alliance or organization.
- 2. The nation is currently without prior obligation to any alliance, be it peaceful or belligerent.
C. Upon meeting the aforementioned criteria, the nation shall then be known as a “General Member of the Republic” and hold all Powers, Privileges, and Rights such that:
- 1. Neither the General Membership of the Republic, nor the Senate of the Republic, nor the Cabinet of Ministers, nor the Chancellor shall make a Law or order which affects one's Right to freedom of expression and opinion.
- 2. Neither the General Membership of the Republic, nor the Senate of the Republic, nor the Cabinet of Ministers, nor the Chancellor shall make a Law or order which affects one's Right to protection from aggression both outside and within the Republic.
- 3. Neither the General Membership of the Republic, nor the Senate of the Republic, nor the Cabinet of Ministers, nor the Chancellor shall make a Law or order which affects one's Right to representation and opportunity within the Republic.
- 4. Neither the General Membership of the Republic, nor the Senate of the Republic, nor the Cabinet of Ministers, nor the Chancellor shall make a Law or order which affects one's Right to due process under Republic Law.
- 5. Neither the General Membership of the Republic, nor the Senate of the Republic, nor the Cabinet of Ministers, nor the Chancellor shall make a Law or order, or enter into any treaty with the intention of the suspension or abolition of the Rights enumerated above.
Article II: Code of Conduct[]
A. Upon becoming full members of the RSS, all members of the RSS are to adhere to the following Republic Code of Conduct:
- 1. It is asked and required that all nations bearing allegiance to the RSS Act accordingly as Republic nations and are not to engage in activities or behaviors that may disparage or tarnish the name of the RSS.
- 2. Respect is to be given to fellow members of the Republic and to all those outside of the RSS in accordance with Article II, Section A.
- 3. Violation of Article II, Section B will result in punishment as befitting to the degree of the crime by order of the Senate; repeated offenses shall result in expulsion from the RSS.
- 4. No senator of the RSS may declare or engage in warfare without the direct and prior consent of the Minister of Defense. Raiding and other “rogue” activity is strictly prohibited. Repeated offenses of raiding or "rogue" activity shall be considered Acts of Treason against the Republic.
- 5. Attacks against fellow members of the Republic shall be deemed Acts of Treason against the Republic and shall result in the expulsion of the aggressor nation from the RSS and perma-ZIing of the nation by the RSS and her allies by order of the Senate.
- 6. All forms of espionage directed against the RSS are completely prohibited and are deemed Acts of Treason against the Republic.
- 7. Any absence from activity for an abnormal period of time without prior notification by an officer of the government shall be deemed Dereliction of Duty and shall result in possible removal or impeachment of the officer.
Article III: Structure and Government of the Republic[]
A. The General Membership of the Republic: The General Membership of the Republic shall consist of all non-governmental and governmental members of the Republic of Sovereign States.
- 1. The General Membership alone shall be enabled to ratify Amendments, and issue Declarations of War through referendum; each member shall have one (1) vote.
- 2. Should War be declared, all activities pertaining to the waging of warfare will fall to the Chancellor and the Minister of Defense until the conclusion of the conflict by a vote of peace by the Senate on a particular treaty.
- 3. The General Membership shall elect a new Chancellor every three (3) months beginning three (3) months after the day of the ratification of the Constitution or another date as determined by vote of the Senate. Only those who have been full members of the Senate of the Republic for at least one (1) month may run for Chancellor.
- a. Elections of candidates shall last a total of three days. Campaigns may begin up to a month prior.
- b. The term of a Chancellor may be renewed once.
- c. Once their renewed term has expired, the Chancellor must abstain from running for office as Chancellor for a period of three (3) months before again running for office.
- 4. The General Membership shall elect a new Vice Chancellor every three (3) months beginning three (3) months after the day of the ratification of the Constitution or another date as determined by vote of the Senate. Only those who have been full members of the Senate of the Republic for at least one (1) month may run for Vice Chancellor.
- a. Elections of candidates shall last a total of three days. Campaigns may begin up to a month prior.
- b. The term of a Vice Chancellor may be renewed once.
- c. Once their renewed term has expired, the Vice Chancellor must abstain from running for office as Vice Chancellor for a period of three (3) months before again running for office.
- 5. Any member of the General Membership may, at any time, propose and vote on the impeachment of any member(s) of the Cabinet of Ministers, Vice Chancellor, or Chancellor on any grounds deemed sufficient by the General Membership to move to a binding vote, such as Treason or Dereliction of Duty, through referendum.
B. The Senate of the Republic: The Senate of the Republic shall act as the primary legislative body of the Republic, and shall vote upon decisions regarding the running and policy of the Republic.
- 1. The Senate of the Republic shall be composed of appointed Cabinet Ministers and Senators, nominated by the Minister of Internal Affairs and confirmed by the Senate, who shall serve for life; each Senator shall have one (1) vote.
- 2. Senators shall be members of the RSS who have consistently shown loyalty and commitment to the Republic, respect the Rights of Sentience, and have been a member of the RSS no less than two (2) weeks.
- 3. The Senate shall have the sole power to impeach any Senator by way of simple majority vote should any senator be accused of Dereliction of Duty. Should the vote affirm impeachment, the accused shall be removed of their rank of senator and shall return to General Membership status.
- 4. The Senate will be enabled ratify Acts and to enter into Diplomatic Treaties.
- 5. The Senate shall make no Law nor enter into any treaty with the intention to suspend the Constitution of the Republic of Sovereign States at any time for any reason.
- 6. The Senate shall confirm the appointment of Cabinet of Ministers members upon their recommendation for their positions by the Chancellor or Vice Chancellor in accordance with Article IV, Section A, Subsection 6.
- a. Members of the Cabinet of Ministers may be impeached by the Senate in accordance with Article IV, Section A, Subsection 5.
B. The Cabinet of Ministers: The ministries of the Republic shall be governed by a Cabinet of Ministers, which shall execute policies deemed necessary for the running of the Republic by the Chancellery of the Republic, the Senate of the Republic, and the General Membership of the Republic.
- 1. The Cabinet of Ministers shall consist of two sections: Ministers of the Exterior and Ministers of the Interior.
- a. Ministers of the Exterior shall include a a Minister of State (MoS), a Minister of Defense (MoD), and a Minister of Communications (MoComm), and shall be appointed and managed by the Chancellor. Only those who have been full members of the Senate of the Republic for at least one (1) month may be appointed as a minister.
- b. Ministers of the Interior shall include a Minister of Internal Affairs (MoIA), a Minister of Commerce (MoC), and a Minister of Education (MoE), and shall be appointed and managed by the Vice Chancellor. Only those who have been full members of the Senate of the Republic for at least one (1) month may be appointed as a minister.
- c. The Cabinet of Ministers shall be nominally led by the Chancellor and Vice Chancellor.
- 2. The Cabinet of Ministers shall in the time of emergency or crisis have Power to do that which is necessary and proper for carrying into execution the foregoing of Powers, and all other Powers vested by this Constitution in the Government of the RSS, or in any Department or Officer thereof in pursuit of the fulfillment of their Mandate to secure the Rights and Liberties of the members of the Republic.
C. The Chancellery: The Chancellery of the Republic shall be governed by a Chancellor and a Vice Chancellor, the former of which shall execute policies deemed necessary for the running of the Republic by the Senate of the Republic.
D. Extension of Terms to General Membership of the Republic
- 1. Any Terms or Powers not defined by in this document or in any other official documents of the Chancellery, Cabinet of Ministers, or the Senate of the Republic are solely reserved for the General Membership of the Republic and its members.
Article IV: Legislation and Protocol[]
A. Definitions and Procedures of the Types of Legislation:
- 1. The General Membership of the Republic
- a. An Amendment of the Constitution of the Republic is a change or revision to all or part of the Constitution of the Republic. Only a vote of the General Membership via direct referendum shall amend the Constitution. A minimum of 72 hours discussion and 72 hours voting period shall be required before the Amendment(s) shall be considered Law. A minimum of 75%+1 majority in favor of the Amendment is required for passage.
- b. A Declaration of War is an official order to initiate a state of war between the Republic of Sovereign States and one or more alliances. Declarations of War shall require a minimum of 66%+1 (two-thirds) majority in favor of the legislation for passage.
- c. An Impeachment of a Government Officer is the removal of an officeholder from their respective office. Impeachment shall require a minimum 72 hours discussion period and 72 hours voting period before the impeachment process can be declared valid. A minimum of 66%+1 majority in favor of impeachment shall be required.
- 2. The Senate of the Republic
- a. An Act of the Senate is a statute or law passed by the Senate of the Republic. All manner of Acts will require a minimum 48 hour discussion period by the Senate, followed by a minimum 48 hour vote by the Senate with a minimum of 66%+1 (two-thirds) majority in favor of the legislation prior to passage.
- b. A Diplomatic Treaty is an agreement under international law entered into by sovereign alliances. All manner of Diplomatic Treaties will require a minimum 48 hour discussion period by the Senate, followed by a minimum 48 hour vote by the Senate with a minimum of 66%+1 (two-thirds) majority in favor of the legislation prior to passage.
- c. A Veto is the power vested in the Chancellor to cancel or postpone legislation passed by the Senate. A Veto may be overridden if the rejected legislation passes again with a 66+1% majority in favor of.
Article V: Government Positions[]
A. The Chancellery of the Republic
- 1. Chancellor
- a. The RSS will be lead by a Chancellor, who shall be head of state, directly elected by the members of the General Membership of the Republic. The Chancellor shall co-chair the Cabinet of Ministers alongside the Vice Chancellor. They shall also preside over the Republic and shall see that the laws of the Constitution and the policies of the government are enacted.
- b. The Chancellor shall directly appoint and manage the Ministers of the Exterior of the Cabinet of Ministers at his discretion following their confirmation by the Senate via simple majority vote.
- c. The Chancellor shall serve as the executive branch of the Government, and shall be Commander-in-Chief of the Grand Army of the Republic when called into service.
- d. The Chancellor shall have Power to Veto any bill or action of the Senate or the Cabinet of Ministers. Vetoes may be overturned through procedures outlined per Article 4.A.b.
- 2. Vice Chancellor
- a. The government of the RSS will be lead by a Vice Chancellor, directly elected by the members of the General Membership of the Republic and shall preside over the Senate of the Republic and co-chair the Cabinet of Ministers alongside the Chancellor.
- b. The Vice Chancellor is to fill the role and duties of the overall executive office if the Chancellor is unable to do so, and shall choose his own temporary Vice Chancellor in the event of his ascension to the rank of Chancellor.
- c. The Vice Chancellor shall directly appoint and manage the Ministers of the Interior of the Cabinet of Ministers at his discretion following their confirmation by the Senate via simple majority vote.
B. Cabinet of Ministers. Cabinet of Ministers members shall be appointed by the Chancellor and Vice Chancellor, respectably, and then confirmed in their position by the Senate, thereafter serving at the discretion of the Chancellor and Vice Chancellor and may be impeached by the General Membership.
- 1. Ministers of the Exterior
- a. Minister of State
- i. The Minister of State is a member of the Cabinet of Ministers and shall be appointed by and serve at the discretion of the Chancellor upon the confirmation of the Senate; may be impeached by the Senate.
- ii. The Minister of State shall coordinate and put into effect the foreign and diplomatic policy of the Republic.
- iii. The Minister of State shall have Power to appoint ambassadors to other alliances and remove said ambassadors from their position.
- iv. The Minister of State shall coordinate the masking of foreign ambassadors and shall welcome them to their respective embassies.
- v. The Minister of State shall have responsibility and authority to determine the organization of all embassies used for diplomatic purposes.
- vi. The Minister of State shall negotiate treaties and pacts and shall bring those documents to a vote in the Senate.
- vii. The Minister of State will have the authority to determine surrender terms and to negotiate terms of peace and shall bring these terms to a vote in the Senate.
- b. Minister of Defense
- i. The Minister of Defense is a member of the Cabinet of Ministers and shall be appointed by and serve at the discretion of the Chancellor upon the confirmation of the Senate; may be impeached by the Senate.
- ii. With the exception of Declaration of War, the Chancellor, and the Minister of Defense, and their Military Officers shall have command over all aggressive and defensive Acts of the Senate, and shall have the authority to immediately respond to aggressive action upon the Republic provided ample cause. The Ministry of Defense shall leverage Foreign Affairs for negotiations, which are subject to the approval of the Senate.
- c. The Minister of Defense shall have the authority to dictate terms of peace to enemies, subject to the good council of the Chancellor, Minister of State, and approval of the Senate.
- d. The Minister of Defense, or their Military Officers, shall coordinate all Foreign Aid to nations engaged in war in coordination with the Ministry of Commerce.
- e. The Minister of Defense shall organize the Grand Army of the Republic and shall have authority to solicit and appoint Officers to oversee military orders and to implement systems with the intent of conveying orders with efficiency and speed.
- f. The Minister of Defense shall have responsibility and authority to determine the organization of all forums and systems used by the Ministry of Defense in military readiness and response.
- g. The Minister of Defense shall determine medals and awards for conduct of engaged members in war.
- c. Minister of Communications
- i. The Minister of Communications is a member of the Cabinet of Ministers and shall be appointed by and serve at the discretion of the Chancellor upon the confirmation of the Senate; may be impeached by the Senate.
- ii. The Minister of Communications will be responsible for relaying information from the government of the Republic to both the Senate and the General Membership of the Republic.
- iii. The Minister of Communications will be responsible to maintaining a directory of all media utilized in the RSS.
- 2. Ministers of the Interior
- a. Minister of Internal Affairs
- i. The Minister of Internal Affairs shall assist in the resolution of any internal conflicts between members of the Republic.
- ii. The Minister of Internal Affairs shall oversee the recruitment of members of the Republic.
- iii. The Minister of Internal Affairs may appoint recruitment officers to serve under his direction in the procurement of recruits.
- iv. The Minister of Internal Affairs shall observe members of the General Membership who may qualify for membership in the Senate of the Republic per the requirements stated in Article 3.B.2.
- b. Minister of Commerce
- i. The Minister of Commerce is a member of the Cabinet of Ministers and shall be appointed by and serve at the discretion of the Chancellor upon the confirmation of the Senate; may be impeached by the Senate.
- ii. The Minister of Commerce shall oversee the economic and statistical development of the Alliance and shall oversee and implement policies to increase the economic well-being of the Republic members.
- iii. The Minister of Commerce shall oversee tech and resources trades, and shall assist in their transactions if required.
- iv. The Minister of Commerce shall oversee economic protocol and ensure that all Alliance business conforms to the Constitution.
- v. The Minister of Commerce shall have responsibility and authority to determine the organization of all forums and systems utilized by the Ministry of Commerce.
- c. Minister of Education
- i. The Minister of Education shall be responsible for the education of the General Membership of the Republic regarding game-related information and the Republic's code of conduct.
- ii. The Minister of Education shall be responsible for maintenance of the Republic Academy and is responsible for the procurement of new information as need arises.
