The Agency for Community Excellence supported the internal structure of the New Pacific Order. It was derived from the defunct Pacifican Commissariat of Internal Affairs, which was led by Ivan Moldavi. After its inactivity, and aggressive, unprofessional dealings, it was disbanded. And under the guidance of the Emperor and the creativity of Sir Donald R. Deamon, ACE was formed, and within it the Hearts, Spades, and Diamond Decks. Under the new name, restructure, and divisions, it served the Order as well as any other department. In October 2008, the Trading Post was removed from the Agency for Community Excellence in order to increase the activity and publicise it to the entire red trading sphere. A new section, the Uranium Procurement Program was established as a means to assist members obtaining nuclear weapons by providing a ready supply of uranium trades. ACE continued to operate until December 2008, when it was renamed and expanded to the Special Community Service.

♥ - Hearts[]

It is the job of the Hearts Deck to teach the mentees which are composed of mainly new recruits brought in by the Recruitment Corps. They run the basics of the cyberverse, in-game play, the workings of the Order by them, and then answer any additional questions they may have. Mentors stay with their mentee, for an amount of time, to make sure that they have a firm hold on everything, and serve as the first place to get their questions answered during their Pacifican careers.

♠ - Spades[]

It is the job of the Spades Deck to audit the alliance's members. This allows them to eliminate clear mistakes, fine tune the economics, and keep the Pacifican War Machine well supported.

♦ - Diamonds[]

It is job of the Diamonds Deck to handle the cultural aspect of the ACE. Again, they plan, develop, and implement programs, holidays, festivals, contests, and other activities, to model and maintain the Pacifican Spirit, and for the enjoyment of the Orders members. They put together Franco's Star, and maintain it, they organize the alliance's archives, for historical reasons, and maintain and develop the alliance's Wiki and it's activities.

♣ - Uranium Procurement Program[]

The Uranium Procurement Program was established to serve to coordinate procurement of Uranium and financial resources between the members of the New Pacific Order. The largest nation that are capable to support nuclear technology, and is in need of a resource trade for uranium in order to produce nuclear weapons, while the smaller nations with uranium as a native resource, but need financing to help build and grow their nations. The task of the Uranium Procurement Program is to provide the larger nations with a temporary Uranium trade, which they will pay the smaller nations for.
